Royal Oaks Realty CUP — Materials Storage <br />Page 4 of 7 <br />SITE PLAN <br />Buildings: <br />The home on the site has been removed, one barn and some farm equipment remains. A gravel <br />driveway provides access to all the structures. <br />Traffic: <br />20th Avenue is a County Road and Anoka County has jurisdiction over the road. Traffic control <br />will be addressed in the Anoka County haul permit. <br />The road was designed for a 9 -ton load limit. Anoka County had previously posted it at a 7 -ton <br />load limit keeping heavier traffic off the road. Anoka County changed the load limit a couple of <br />years ago to the designed 9 -ton posting to allow heavier traffic to access the surrounding <br />businesses. <br />The attached letter from Anoka County dated May 7, 2007 provided there review of the proposed <br />CUP. To address traffic safety issues, Anoka County stated that the existing access for the <br />residential use of this property will need to be removed and the hauling access relocated within <br />30 feet of the north property line to maximize the available associated intersection sight distance <br />at Birch Street and 20th Avenue. The hauling access will require a culvert with 6:1 slopes, safety <br />grates and aprons. Anoka County will require a north bound 20th Avenue (CSAH 54) right turn <br />lane and a south bound 20th Avenue (CSAH 54) left turn lane, if traffic volumes are low enon • h <br />the south bound left turn lane can be replaced with a south bound bypass lane. <br />Grading/Drainage: <br />Attached is a site plan for the earth materials storage site, which details the current stockpile. <br />Silt fence has been installed and the stockpile will be subject to regular NPDES inspections <br />conducted by City staff. <br />Rice Creek Watershed District (RCWD) has reviewed the site and confirmed that the property <br />doesn't have any wetlands and is outside of the floodplain. The stockpile is partially vegetated <br />and will require additional stabilization. RCWD does not require a formal permit for this <br />activity. They will monitor the site for erosion and sediment control. <br />Tree Preservation Plan: <br />A tree preservation plan is not required since the materials storage pile has been moved more <br />than 50 feet from the existing trees. <br />• <br />• <br />
