WS -1 <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Michael Grochala <br />Date: June 4, 2007 <br />Re: Work Session Item 1 <br />Hardwood Creek Update <br />PROJECT STATUS <br />During the past year staff and the development team have focused planning <br />efforts of development of the overall transportation system and surface water <br />management. <br />Transportation <br />As previously discussed and agreed upon by Anoka County, Centerville and Lino <br />Lakes the new CSAH 14/21 st Avenue was proposed to be constructed as a 3/4 <br />intersection with the CSAH 14 reconstruction. A % intersection allows for both <br />right -in /right -out movements as well as left turns onto 21st Avenue. However, as <br />our traffic studies have been refined it became apparent that the limitation of <br />access focuses more traffic onto CSAH 54 and its intersection with CSAH 14. <br />Following additional traffic modeling and significant discussion with Anoka <br />County the 21st Avenue /CSAH 14 is being designed as a signalized intersection <br />with full movements to and from the north from CSAH 14. Southbound 21St <br />Avenue will be limited to a right -in only with the principle access (signalized) <br />coming from a new intersection opposite of the southbound I -35E off ramp. <br />Surface Water Management <br />Surface Water Management has been the primary topic of discussion over the <br />past six month with the development team, Rice Creek Watershed District <br />(RCWD) and the City. The entire site consists of heavily tiled, poorly drained <br />soils. As such storm water quality, volume, and rate control are critical issues for <br />the development of the site.
