Schilling Consultant Services LLC <br />STORM WATER UTILITY - FEASIBILITY / IMPLEMENTATION STUDY <br />FOR <br />VADNAIS LAKE AREA WATER MANAGEMENT ORGANIZATION <br />SCOPE OF WORK <br />MAY 2007 <br />Task One Technical Assessment Phase <br />Subtask 1 Parcel and Land Use Analysis <br />The Subtask will consist of a detailed analysis of the Metro- Regional parcel dataset using Geographic <br />Information System (GIS) software. Data analyses will include only those parcels within the <br />VLAWMO boundary. Information generated from Subtask I will be shared with VLAWMO Technical <br />Commission members and their respective local government staff for review to determine final parcel <br />dataset accuracy for the creating the Storm Water Utility (SWU). Assistance from VLAWMO member <br />staff is important to the success of setting up the dataset. Specific processes to be undertaken in the <br />Subtask 1 are as follows: <br />• Analyze the dataset for missing parcels, data errors or oriiissions, evaluate parcels that are within <br />VLAWMO boundary, but may not contribute runoff based on height -of -land topography or other <br />means; and evaluate nearby parcels which are outside VLAWMO and may contribute runoff based <br />on height -of -land topography or other means. <br />• Compare land use descriptors for parcels within the Metro - Regional dataset to the land use <br />categories presently in use for each of the VLAWMO members. Based upon the comparison, <br />prepare a VLAWMO land use category system for use in the SWU rate allocation process. <br />• Conduct a final evaluation all parcels and specific land use categories. Conduct a subset analysis of <br />respective land use categories using the most recent aerial photography to assure data set accuracy <br />and allocation of SWU rate assigmnents in the creation of a VLAWMO — SWU dataset for use in <br />Subtask 2. <br />Subtask 2 Storm Water Utility Rate Scenarios <br />Subtask 2 consists of conducting engineering and fiscal analyses of the VLAWMO — SWU dataset to <br />determine appropriate rates assigned to the various land uses. The outcome from the Subtask 2 will be a <br />draft SWU system that will satisfy the VLAWMO short and long -term revenue generation needs. The <br />VLAWMO Technical Commission will have an active role in developing outcomes from this Subtask 2. <br />Specific processes undertaken in Subtask 2 are as follows: <br />Page 1 of 3 <br />05/24/07 <br />
