Schilling Consultant Services LLC <br />• Review the VLAWMO Fiscal Year 2007 budget allocations for administration, operations & <br />maintenance activities, capital improvements and reserves. Conduct a similar review of the draft <br />VLAWMO Watershed Management Plan for projected short and long -term capital improvement <br />estimated expenditures. Determine revenue projections necessary for VLAWMO budgets in fiscal <br />years 2008 through 2012. <br />Conduct engineering and fiscal analyses of the VLAWMO — SWU parcel dataset and prepare three <br />utility rate scenarios achieving budget projections for short and long -term needs. The utility rate <br />scenarios will address different approaches, which may use average single - family parcel size, <br />different rates, and/or another mechanism which is appropriate and defendable. The analysis will <br />include evaluating those property land uses or cover types which the VLAWMO Technical <br />Commission may determine should be exempted from a VLAWMO — SWU (e.g. agriculture, <br />roadway right -of -way, parks or open space, etc.). <br />• Prepare an outline approach for a stormwater utility credit system. Such an outline will provide <br />examples used by other local government stormwater utilities in Minnesota and elsewhere along <br />with the pros and cons of each. It is recommended that a stormwater utility credit system if found to <br />be an acceptable approach by VLAWMO would not be implemented until 2008. <br />• Review and identify existing parcels within the VLAWMO — SWU dataset that are currently tax - <br />exempt parcels and not served by any VLAWMO member utility. Set -up a VLAWMO billing <br />system for such parcels. It should be noted that this parcel file subset of the VLAWMO — SWU <br />dataset is not expected to be a large file. Prepare a VLAWMO — SWU billing file system for <br />remaining utility subset. The subset file system will be prepared using appropriate data file <br />software suitable for both Anoka and Ramsey counties (e.g. spreadsheet or other) based upon <br />communications with county staff persons. <br />Estimated Cost for Task One: $21,000 <br />Deliverable: VLAWMO parcel and data set files suitable for review by staff and the VLAWMO <br />Technical Commission, usage by Anoka and Ramsey counties for billing purposes and for billing those <br />parcels that may not be possible under the respective county system. <br />Task Two Public Information and Public Involvement Phase <br />This study phase consists of a two -part approach to assure that adequate efforts have been made to both <br />inform and involve the public in the establishment of a VLAWMO — SWU as well as its governing body <br />and members. Specific processes to be undertaken in the Task are as follows: <br />1. Prepare two SWU brochures that will both explain the existence and responsibilities for VLAWMO. <br />Additionally, the first brochure will explain the implementation of a SWU, its purpose and <br />outcomes for the regional area. The second brochure will address the potential SWU fee credit <br />option will be identified for possible implementation in 2008. An appropriate number (— 5,000) <br />color copies of the two brochures will be prepared for mailing by VLAWMO. Assist VLAWMO <br />staff in the preparation of any website updates and/or postcard notifications to fee payers further <br />directing them to information on the proposed SWU. <br />Page 2 of 3 05/24/07 <br />
