A. General and Project Management <br />1. Serves as the City's engineer. The firm's representative will hold office hours at Lino <br />Lakes City Hall. The City engineer or graduate level engineer currently provides on- <br />site coverage for 40 hours /week. The schedule and personnel assigned is flexible and <br />will be subject to review by the City. <br />2. Takes direction from the City Council and its designated representatives. <br />3. Assists in planning, coordinating, supervising, and evaluating programs, plans, <br />services, equipment, and infrastructure. <br />4. Develops and recommends policies and procedures for effective operation of the City <br />consistent with City policies and relevant regulations. <br />5. Formulates short and long range plans for design and constructing Public Works <br />improvements, including streets, water, sewer, storm drainage, street lights, parks, and <br />buildings. <br />6. Assists in the implementation of all water resource functions, including <br />implementation of the Storm Water Management Plan and erosion and sediment <br />control as it relates to the MS4 NPDES requirements. <br />7. Provides engineering services on projects and oversees project management for the <br />construction of municipal public works projects. <br />8. Reviews land use applications and construction plans for private developments for <br />consistency with adopted City engineering specifications, City policies, and relevant, <br />laws, rules, and regulations and ensures council actions are implemented. <br />9. Provide technical assistance and representation for the Municipal State Aid Street <br />programs. <br />10. Ensures that costs and fees are charged back to development projects; works with the <br />Community Development Director to monitor charges and revenues associated with <br />development projects. <br />11. Assists in the development and implementation of CIPs (capital improvement plans). <br />12. Performs foundation surveys to confirm footing elevations for all new residential <br />construction. <br />13. Prepares and implements annual Pavement Management Program including annual <br />street condition rating inspections. The City Engineer currently uses Cartegraph <br />pavement management software. <br />14. Updates maps and utility records. <br />15. Obtain proper approval and documentation from local, state and federal authorities <br />prior to implementing projects. <br />B. Construction Services <br />1. Plan and review construction projects and specifications. <br />2. Monitor the construction process for compliance with codes, regulations, standards, <br />and approved plans; assures financial accountability of private projects as they relate <br />to escrows and letters of credit. Provide advice to the City during performance of <br />construction projects, and give advice to the City during the performance of services. <br />3. Prepare and /or review construction plans. <br />4. Review bids and /or prepare bid tabulations. <br />6 <br />
