5. Perform construction staking and surveying. <br />6. Provide construction observation during construction for both public and private <br />improvements. <br />C. Preparation of Engineering Reports and Technical Correspondence <br />1. Determine the need for preliminary studies, reviews all preliminary studies for <br />compliance with ordinances, comprehensive plans, engineering standards, and <br />financial guidelines, including: <br />• Feasibility reports <br />• Prepare preliminary (and final) assessment rolls <br />• Plat review <br />• Utility studies <br />• Traffic studies /signalization /signage /forecasting <br />• State aid reports <br />• Surface water system analysis and design <br />• Wetland delineation and mitigation <br />• Capital Improvement Program studies <br />2. Prepare comments regarding reports, plans and studies of other agencies. <br />3. Presents feasibility studies at public meetings. <br />D. City Meetings (including, but not limited to the following) <br />1. Participates in internal and external meetings involving engineering questions and <br />issues. <br />2. Meets with developers and members of the public on proposed development projects <br />in order to relate the processes and procedures involved with engineering and <br />infrastructure development. Reviews development proposals for conformance with <br />City standards. <br />3. Acts as City liaison and representative with other communities and county, state and <br />federal agencies in areas of responsibility. <br />4. Attends City Council meetings. The City Council holds a work session on the first <br />Monday of the month at 5:30 p.m. The regular Council meetings are held on the <br />second and fourth Monday of each month at 6:30 p.m. <br />5. Attends Planning & Zoning meetings and other City meetings, as needed. The Planning <br />& Zoning Board meets on the second Wednesday of the month. <br />E. Response to Constituent Requests and Issues as Directed by Staff <br />1. Performs field inspections. <br />2. Addresses constituent concerns personally and in writing. <br />3. Makes public presentations. <br />4. Provides recommendations to staff and City Council. <br />7 <br />
