PERSONNEL QUALIFICATIONS <br />Workload, Staff, and <br />Resource Capacity <br />Jim has been the City Engineer for Lino Lakes since <br />2002. His current workload allows him to cover City <br />Hall full -time or at any reduced number of hours. He <br />is also Baytown Township's Town Engineer which <br />requires a very small amount of time each month. <br />The proposed TKDA team is committed first and <br />foremost to Lino Lakes and does not present any <br />limitations to meet the needs of the City relating to <br />both specific types of work and capacity. TKDA will <br />meet your workloads because we are already staffed <br />to do exactly that and have successfully increased and <br />decreased our capacity over the years since 1982. <br />In addition, as a "one -stop shop" with engineering <br />expertise in traffic and transportation, water resources, <br />utility repair and replacement, water treatment, <br />lift stations, bridge design, public buildings, and <br />sustainable design, additional TKDA staff and <br />professionals are readily available to provide technical <br />assistance for the City Engineer on any infrastructure <br />need. <br />The already dedicated TKDA team will continue to <br />be available for the work anticipated by the City for <br />2011 and beyond. Adjusting our workloads to be <br />commensurate with the needs of the City is the nature <br />and responsibility of the consulting engineer. We have <br />a history for adjusting our capacity to meet the City's <br />needs as demonstrated by ramping up to meet a peak <br />workload demand in 2004 and ramping back down <br />significantly in 2008, 2009, and 2010. <br />As future work dictates, Jim, Chris, and Gary are <br />available to adjust capacity as needed. Their hours are <br />split between day -to -day assistance on engineering <br />matters, projects for the City and other communities. <br />Chris is available to complete assignments as directed <br />by Jim at a significantly reduced hourly rate. <br />Time Sensitive Requests <br />TKDA is fully prepared to meet the capacity and <br />workloads for the City of Lino Lakes, including all time - <br />sensitive or short notice requests. Our firm currently <br />has three full -time staff that have a full understanding <br />of the City's existing and planned infrastructure, and <br />with the day to day operations of the City Engineering <br />department. This unmatched institutional knowledge <br />and redundancy provides the City with multiple <br />resource options for timely response and to get <br />answers quickly as issues and emergencies may arise. <br />TKDA <br />ENGINEERING • ARCHITECTURE • PLANNING <br />Our Team approach will also provide continuous <br />service to City staff and residents by the engineering <br />staff during vacations, illnesses, and emergency <br />situations. If the City Engineer is not available, the <br />assistant engineer and lead construction services staff <br />person are available to cover office hours and respond <br />to resident or other stakeholder concerns. Other staff <br />is available to provide specific technical assistance <br />for time - sensitive or short notice requests and /or <br />complicated issues. TKDA has been successfully <br />providing services to the City since 1982. As specific <br />situations have arisen, TKDA has been able to adjust <br />accordingly. We offer a continued commitment to <br />provide the necessary services to the City. <br />Ware Road in Lino Lakes, MN <br />Philosophy <br />The City Engineer is responsible for implementing <br />the vision of the City. Infrastructure can be built a <br />variety of ways; the engineer must assimilate the <br />community culture and advance the management and <br />construction of infrastructure consistent with the core <br />values of the community. Jim remains committed to <br />creating value for the City of Lino Lakes in line with <br />City values as he has for the past eight years. In <br />his time with the City, he has developed an effective <br />approach and philosophy for serving the City based <br />on his commitment to infrastructure.
