PERSONNEL QUALIFICATIONS
<br />Verne E. Jacbobsen, P.E. - Mr.
<br />Jacobsen has over 15 years of
<br />experience at TKDA working as
<br />a Project Manager with water
<br />utility clients to plan, develop,
<br />construct, and operate water system
<br />improvements. Previously, he spent
<br />34 years with Saint Paul Regional
<br />Water Services. He is an expert
<br />on water system design, water system operations,
<br />effective energy utilization, water rates and financing
<br />improvements. His recent work includes major water
<br />system improvements for Saint Paul Regional Water
<br />Services, Eden Prairie, Maple Grove, Stillwater Board
<br />of Water Commissioners, Mankato, and Loretto.
<br />Ted K. Field, P.E. - Mr. Field has
<br />30 years of experience planning,
<br />designing, and performing
<br />construction engineering for water
<br />and wastewater treatment projects.
<br />As an industry leading treatment
<br />process engineer, he has led the
<br />design teams for the planning,
<br />design ,and construction services
<br />for more than 40 water and wastewater treatment
<br />plants of all sizes and types. In addition, Mr. Field has
<br />designed numerous sanitary lift stations, including
<br />new lift station projects and lift station rehabilitation
<br />projects. He has performed hydraulic analyses related
<br />to hydraulic profiles, hydraulic transients, and head
<br />loss /pressure determinations to provide efficient
<br />designs. Mr. Field was the lead design engineer and
<br />project manager for the municipal water treatment
<br />plants in the cities of Inver Grove Heights, Maple
<br />Grove, and Eagan. Ted works with Randy Thorson
<br />with Technical Review and Permitting, Bill Dunn with
<br />Funding and Legislative Affairs, and Jorja Dufresne
<br />with Biosolids Management at Met Council.
<br />Christopher W. Bryan, P.E. - Mr.
<br />Bryan is a registered engineer and
<br />licensed wastewater treatment
<br />plant operator with experience in
<br />design, construction, and operation
<br />of municipal water and wastewater
<br />systems. He was a lead design
<br />engineer for the granular activated
<br />carbon (GAC) water filtration plant
<br />for the City of Oakdale, the Victoria Water Distribution
<br />Booster Station project, and has overseen the design
<br />and construction of numerous municipal lift station
<br />projects for the Cities of Edina, Victoria, and Lino Lakes.

<br />Richard L. Gray, ASLA, LEED
<br />AP - Mr. Gray has over 30 years
<br />of project management and
<br />landscape architectural experience.
<br />His professional responsibilities
<br />include master planning, site
<br />planning, design, and preparation
<br />of construction documents for
<br />college and school campuses, parks
<br />and trails, athletic facilities, corporate and industrial
<br />campuses, and highway and streetscape improvements.
<br />More specifically he has provided park planning
<br />services for the cities of Lino Lakes, Shorewood, Lake
<br />Elmo, and St. Paul Parks and Recreation.
<br />Sherri A. Buss, RLA - Ms. Buss
<br />is a senior planner and registered
<br />landscape architect. She manages
<br />TKDA's Planning Group and leads
<br />many of TKDA's complex multi -
<br />disciplined municipal projects
<br />that require a focus in the areas of
<br />public facilitation, the environment,
<br />sustainability, transit oriented design
<br />and transportation, streetscapes and complete streets .
<br />Ms. Buss has managed many metro planning and design
<br />projects over her 25 -year career, including comprehensive
<br />plans, master plans, natural resource plans, greenway and
<br />park system plans, environmental reviews, and surface
<br />water plans. She has recently facilitated the Roadway
<br />Corridor Design Task Force for the City of Woodbury
<br />and is currently leading the City Center Transit Oriented
<br />Design project for the City of New Hope. These activities
<br />emphasize strong citizen education and participation.
<br />Patrick J. McLarnon, P.H. - Mr.
<br />McLarnon is a Hydrologist with 11
<br />years of experience in developing
<br />and implementing storm water
<br />projects for public and private
<br />entities. His expertise includes
<br />hydrologic and hydraulic modeling,
<br />water quality modeling, permitting,
<br />and design of storm water basins,
<br />wetlands, culverts, storm sewers, and open channels.
<br />He has extensive experience with industry standard
<br />models such as XP -SWMM, HydroCAD, HEC -RAS,
<br />GEOPAK Drainage, Microstation, and P8. He has
<br />designed, managed, and reviewed hundreds of
<br />engineering and construction projects across the
<br />nation, including design - build.
