F. Other Items <br />1. Identify opportunities for non - traditional engineering techniques, such as the use of <br />rainwater gardens, cisterns, pervious surfaces, and other green design, including <br />facilities. <br />2. Work with other engineering firms as desired by the City on specific projects. <br />3. Assist with funding solutions for infrastructure projects such as grant and loan <br />programs. <br />4. Identifies grant opportunities and writes grant proposals as directed by City staff <br />and City Council. <br />5. Review, evaluate, and submit suggested revisions to existing fee schedules and <br />assiessment policies, utility user rates, public improvement financing surcharges, <br />and general financing of public improvement projects. <br />6. Assist with GIS /GPS information data collection and processing. <br />PROPOSAL EVALUATION AND APPOINTMENT <br />A. Qualification Based Selection. The City intends to retain the engineering services of the <br />proposer evaluated to be the best qualified to perform the work for the City, with cost, <br />compatibility, and other performance factors considered. Qualifications for the top <br />candidates will be verified and references will be checked. <br />B. Review and Recommendation Process. Based upon the evaluation of the applications <br />and possible interview, City staff will recommend to the Council the finalists who are <br />judged to be the most responsive and responsible proposer for the service requested. <br />Interviews may be conducted in order to finalize the selection. The City Council will <br />make the final decision for consideration and formal approval. <br />C. Financial Liability Limitations. The City shall not be liable for any expenses incurred by <br />the proposer including, but not limited to, expenses associated with the preparation <br />and submission of the proposal, attendance at interviews, the preparation of a cost <br />statement, or final contract negotiations. <br />D. Rights of Review. The City reserves the right to reject any and all proposals or to <br />request additional information from any and all proposers for purposes of clarification, <br />and to accept or negotiate any modification to any proposal following the deadline for <br />receipt of all proposals. <br />E. Selecting Criteria for Services. In reviewing the proposals, the City will carefully weigh <br />the following: <br />1. The firm's approach to and understanding of the Scope of Work. <br />2. The firm's experience with similar contracts and clients. <br />3. The experience and qualifications of the proposed staff in providing similar services. <br />4. The firm's demonstrated ability to deliver work on time and within budget. <br />8 <br />
