worked for the City for over 20 years, and most <br />recently on the Town Center and Lake Drive <br />Interchange projects, we are familiar with the City. <br />Todd has also worked closely with Mike Grochala in <br />the past as his City Engineer when Mike was <br />Community Development Director for the City of <br />Cambridge. Tony also has experience in serving Lino <br />Lakes. Therefore, a transition would be relatively <br />smooth and would not take long. To provide you better <br />value, we will attend City staff meetings and review <br />your policies, procedures, practices, and systems at no <br />charge during the transition period. We will continue <br />this until you are comfortable this transition is <br />complete. <br />Cost- effective Implementation of your <br />Capital Improvement Program (CIP) <br />With a multimillion dollar CIP and an increasing need <br />to reconstruct your aging streets, you must be confident <br />that your projects will be completed as expected, on <br />time, and under budget. It also means that property <br />owners are informed and involved, and assessments are <br />fair for the improvement value received. <br />For your street and utility projects, Todd Blank will be <br />the Project Manager assisted by Tony Kutzke as the <br />Lead Project Engineer. They will be supported by other <br />professional staff as necessary. Todd and his team have <br />successfully delivered these projects for other <br />communities for over two decades and provide you <br />confidence in your future success. For other capital <br />projects, Todd Blank will be the Principal -in- Charge <br />with overall responsibility for delivering our <br />services, and will be assisted by various specialized <br />SEH teams. <br />We will involve project <br />property owners, business <br />owners and other stake- <br />holders up front with <br />informational meetings, <br />design updates, clear and <br />complete information for <br />public hearings, and regular <br />construction updates so that <br />the project is accepted and <br />successful for all. <br />Over the last 10 years, Todd <br />has successfully used this <br />process to help the City of <br />Cambridge improve over 12 <br />miles of their downtown <br />and surrounding neighborhoods. All of these <br />projects, totaling $23 million, have been <br />completed for less than the low bid amount with <br />no contract overruns. This provides more <br />funding for additional projects. Todd and his <br />team have also successfully completed major <br />street and utility reconstruction projects for the <br />City of Oakdale every year for the last 17 years <br />totaling more than $30 million. <br />During the construction process, we will conduct <br />weekly progress meetings that can also be <br />attended by your staff. We provide written <br />updates of weekly progress to City staff and <br />Council, and have a full communications support <br />staff to assist with informing the public. <br />Advocate for the City with Agencies <br />We have long- standing working relationships with <br />agencies including the Minnesota Department of <br />Transportation (Mn /DOT), Anoka County, the <br />Rice Creek Watershed District, the Vadnais Lake <br />Area Water Management Organization, the <br />Minnesota Department of Natural Resources <br />(MNDNR), the MPCA, and the Minnesota <br />Department of Health (MDH). We routinely work <br />with Anoka County staff at all levels on projects <br />ranging from signal systems to freeway <br />interchanges like your recent Lake Drive project. <br />We also work with and maintain close working <br />relationships with Mn /DOT staff at all levels and <br />are fully experienced in maintaining Municipal <br />State Aid street systems and maximizing funding <br />opportunities from annual funding allotments to <br />cooperative agreements to turnback projects. <br />Some projects take creative partnerships and <br />flexible project delivery approaches in order to <br />be successful. An example of this is when Mn/ <br />DOT finalized their plans to reconstruct Trunk <br />Highway 95 in Cambridge and the City also had <br />a need to improve two adjacent local streets. We <br />worked closely with Mn /DOT to determine the <br />most efficient way to achieve the best finished <br />product and ended up designing the City's <br />improvements, incorporating that design into <br />Mn /DOT's, and then partnering with Mn /DOT <br />to perform the actual construction. During <br />construction, Public Works led the City's efforts <br />and we supported them as needed. This flexible, <br />non - traditional approach was the best one to use <br />on this project, it was successful, and it saved the <br />City money. <br />City of Lino Lakes • City Engineering Services 1 page 6 <br />
