I am pleased to hereby recommend SEH as a full service engineering firm, and <br />specifically Todd Blank and his team as City Engineer. We have worked side by side with SEH and Todd <br />for nearly 20 years, and they have served as our City Engineer for the last 15 years. I have personally <br />worked with them closely over the last 8 years to improve our community. <br />Todd is an effective extension of City staff. He holds regular office hours at City Hall to provide better <br />contact with staff and the public, and is flexible with this in order to be cost effective. This can range <br />from being on call and visiting when warranted to regularly spending 1 -2 days per week depending <br />upon City projects under construction. This flexibility helps us because it provides the right amount of <br />engineering services at the right time, and we don't pay for more. <br />As City Engineer, Todd has also been a key part of our team that improves our community both <br />commercially and residentially. From concept development through platting, site plan review and <br />construction, he and his team assure that the City's goals and requirements are met and that costs are <br />fairly covered from the developer. <br />Todd also developed and continues to implement our successful street reconstruction program. This <br />was started in 2001 with the most difficult area in the heart of downtown, and has continued annually. <br />He works closely with City staff to develop public support and secure funding for these projects, design <br />them cost effectively, and manage them to come in under budget. Over the last 3 years alone we have <br />achieved over $800,000 in savings that we can now use for additional projects in these fiscally <br />challenging times. <br />SEH, Todd Blank and his team have supported the growth and success of our community, given us a <br />great return on our engineering investment, and I am confident that they would do the same for you. <br />Sincerely, <br />jZ2 <br />David L.
