Capital Improvement Planning (CIP) <br />and improving Your Streets <br />We provide you a team whose focus is street <br />reconstruction. We will work closely with your <br />Administrator, Public Works, Community <br />Development, and Finance staff to review, update <br />and successfully implement your CIP and especially <br />your street reconstruction program. Todd and his <br />team have helped initiate, implement and administer <br />these programs in the cities of Cambridge, Oakdale, <br />Vadnais Heights, Crystal, and Plymouth. <br />Aging streets must be improved to meet your <br />community's needs and to maintain property values. <br />With over 100 miles of public streets to maintain, <br />this is an increasing challenge for you. Maintenance <br />with seal coating and overlays alone are not enough <br />and eventually a street must be reconstructed. <br />These projects are not always popular, and they are <br />difficult to do with your Charter rules, but they are <br />necessary and must be done. With our public <br />communications support staff, we will work closely <br />with you, your attorney, and financial advisor to <br />fund a way to improve your streets. <br />Our proven record of <br />consistently delivering these <br />projects under budget provides <br />confidence in future success. <br />It is difficult to implement and maintain a <br />successful street reconstruction program. We <br />provide you a proven team. Working closely with <br />Mike Grochala, Todd has done this before in <br />the City of Cambridge where, about 15 years ago, <br />another consultant tried to start a street <br />reconstruction program but after two years was <br />unsuccessful. SEH performed a pavement <br />management study, prepared a comprehensive <br />street reconstruction program, and began <br />implementation in 2001 with a downtown area <br />reconstruction. Ten years later, over 12 miles of <br />business district and residential neighborhoods <br />have been improved at a total cost of more than <br />$23 million with no cost overruns. <br />Our proven record of consistently delivering these <br />projects under budget provides confidence in future <br />success. Tony <br />routinely assists the City <br />Engineer with project design, <br />construction administration, <br />and attending City Council <br />meetings. Tony was a <br />construction site engineer for <br />your Town Center and Lake <br />Drive interchange projects, and <br />he currently is the primary <br />engineer serving the City of <br />Vadnais Heights where he is <br />responsible for delivering a <br />wide variety of services <br />including annual street <br />maintenance projects. <br />Todd and Tony are both located in the SEH St. Paul <br />office, which is less than 15 miles from Lino Lakes <br />City Hall. They are available to provide City Hall <br />office hours to best fit your needs.
