Mr. Michael Grochala <br />February 18, 2011 <br />Page 2 of 2 <br />We hope that you consider three things when you compare WSB to the other firms that are proposing their services to <br />the City of Lino Lakes: <br />1. Jason Wedel has unique experience and is the most qualified candidate. <br />Jason has experience working as a consulting engineer for the City of Lino Lakes and has been a staff Public <br />_ Works Director /City Engineer for the City of Savage (population 25,000). He has also worked for a national <br />land development and home building company that has been more affected by the economic downturn than <br />any other industry. He will bring insight from multiple perspectives and has references that will attest to his <br />character, personality, and qualifications. We hope that after you review this proposal and contact his <br />— references, you will agree that he is highly qualified and the top candidate for your position. <br />-- 2. WSB is proactive in delivering creative funding solutions that benefit our clients. <br />WSB believes that by thoroughly understanding the goals related to a City's infrastructure system and economic <br />development plan, we are able to create a roadmap that will lead to funding opportunities. We have developed a <br />grant and funding database and have secured millions of dollars in funding assistance to address the needs of <br />our clients. Page 22 provides some information related to WSB's assistance with our clients funding success. <br />3. Brian Bourassa is committed to developing a successful engineering relationship. <br />Some of the proposal reviewers know Brian Bourassa. He is a 23 -year resident of the City of Lino Lakes who <br />previously worked as a consultant engineer for the city, has been an active citizen, and has developed a love <br />- for the community. You can be assured that Brian's commitment to the City of Lino Lakes will result in a high <br />level of customer service from the WSB team and responsiveness to any and all issues. His role as the City's <br />Client Advocate will guarantee that the City's needs are put first in our relationship. Brian's role as a member <br />of WSB's leadership team provides him access to resources beneficial to the City. <br />Finally, as you consider transitioning your City Engineering duties, your thoughts may turn to loss in regards to your <br />current engineer – loss of relationships, of institutional knowledge, and efficiency. It is often said that people resist <br />▪ change when in reality; people don't resist change, but rather resist their real or perceived loss. WSB has transitioned <br />into 21 communities as City Engineer over the last 15 years, with the latest being the City of Rogers. To give you a <br />— sense of how that has gone, consider this quote from a current Rogers council member: <br />MINIM <br />"There were no costs incurred by the City of Rogers that I can attribute to the transition to WSB. <br />This was impressive considering our long history with the previous consulting firm...
