• GIS /asset management and rating of City infrastructure <br />such as pavement and signage <br />• Construction Services <br />• Preparation of Engineering Reports /Studies <br />• Private Development Review and Land Use Applications <br />• Preliminary and Final Engineering Design <br />• Contract /Construction Administration <br />To fully develop the specific details regarding WSB's <br />Customized City Engineering Services Program for the City, <br />a complete assessment of the following information will be <br />completed during the four to six week transition period. <br />• Develop a comprehensive understanding of the <br />City's policies and goals related to engineering items <br />(Comprehensive Plan and other documents) <br />• Develop a clear understanding of the City's <br />engineering staff requirements <br />- Office Hours <br />- City Council and Advisory Board meeting schedule <br />• Develop an understanding of any existing City Staff <br />resources that could potentially assist with general city <br />engineering or other engineering duties. <br />• Identify the potential Capital Fund Engineering Projects <br />and other Special Projects to be completed (CIP and /or <br />Budget Review) <br />• Identify the potential Development Projects to be <br />completed (Review of Planning Cases) <br />Based on this information, WSB will work with City staff <br />to identify opportunities for increased efficiency and <br />effectiveness in providing engineering services to the City. <br />We are confident that we can enhance the <br />organization performance and significantly reduce <br />the City's existing expenditures for engineering <br />services while still providing quality and timely service <br />utilizing an experienced and highly motivated staff. <br />WSB <br />& Associates, Inc. <br />A detailed description of our proposed service offering is <br />provided in the attached Basis for Compensation section <br />of this proposal. <br />Comprehensive Transition <br />Process <br />We recognize that the current engineering consulting <br />firm for the City has been in place for a number of years <br />and that there might be some apprehension in regards <br />to making a change and the perceived Toss of institutional <br />knowledge. To address that concern, WSB has created a <br />Comprehensive Transition Process. This process allows <br />us to familiarize ourselves with the City's goals, needs, <br />and policies. During the transition process we will review <br />documents, meet with City staff, and educate ourselves. <br />We expect that this process will take approximately four <br />to six weeks to complete, after which we will deliver a <br />report that provides the following benefits: <br />• Clearly identifies the key elements of our relationship <br />• Makes recommendations related to the City's goals <br />and policies <br />• Provides a tool for the City of Lino Lakes to look back <br />on and measure the effectiveness of the WSB Team <br />• Provides a resource about the City Engineering role <br />for new staff, council, and board members <br />All expenses incurred by WSB during the transition <br />period will not be charged to the City. <br />This will include time required for review and <br />coordination that may be required with your current <br />consultant as they complete their projects, including: <br />• CSAH 14/35E Bridge <br />• Ware Road and <br />Birch Street <br />Signal <br />• Main Street <br />and Lake Drive <br />Signal <br />Approach to Scope of Services <br />
