• GIS /asset management and rating of City infrastructure such as pavement and signage • Construction Services • Preparation of Engineering Reports /Studies • Private Development Review and Land Use Applications • Preliminary and Final Engineering Design • Contract /Construction Administration To fully develop the specific details regarding WSB's Customized City Engineering Services Program for the City, a complete assessment of the following information will be completed during the four to six week transition period. • Develop a comprehensive understanding of the City's policies and goals related to engineering items (Comprehensive Plan and other documents) • Develop a clear understanding of the City's engineering staff requirements - Office Hours - City Council and Advisory Board meeting schedule • Develop an understanding of any existing City Staff resources that could potentially assist with general city engineering or other engineering duties. • Identify the potential Capital Fund Engineering Projects and other Special Projects to be completed (CIP and /or Budget Review) • Identify the potential Development Projects to be completed (Review of Planning Cases) Based on this information, WSB will work with City staff to identify opportunities for increased efficiency and effectiveness in providing engineering services to the City. We are confident that we can enhance the organization performance and significantly reduce the City's existing expenditures for engineering services while still providing quality and timely service utilizing an experienced and highly motivated staff. Comprehensive Transition Process We recognize that the current engineering consulting firm for the City has been in place for a number of years and that there might be some apprehension in regards to making a change and the perceived Toss of institutional knowledge. To address that concern, WSB has created a Comprehensive Transition Process. This process allows us to familiarize ourselves with the City's goals, needs, and policies. During the transition process we will review documents, meet with City staff, and educate ourselves. We expect that this process will take approximately four to six weeks to complete, after which we will deliver a report that provides the following benefits: • Clearly identifies the key elements of our relationship • Makes recommendations related to the City's goals and policies • Provides a tool for the City of Lino Lakes to look back on and measure the effectiveness of the WSB Team • Provides a resource about the City Engineering role for new staff, council, and board members All expenses incurred by WSB during the transition period will not be charged to the City. This will include time required for review and coordination that may be required with your current consultant as they complete their projects, including: • CSAH 14/35E Bridge • Ware Road and Birch Street Signal • Main Street and Lake Drive Signal Approach to Scope of Services
