Approach to Scope of Services <br />We understand that the City's current consulting engineer <br />provides office hours to the City an average of 40 hours <br />per week through a combination of the City Engineer's <br />time and an associate's time. WSB is prepared to <br />continue this level of service to the City of Lino Lakes if so <br />desired. However, based on our experience of providing <br />City Engineering services to other cities of comparable <br />size, staffing levels and complexity, we believe that we can <br />provide innovative and cost effective solutions to the City <br />with fewer hours. <br />Customized City <br />Engineering <br />Services Program <br />As the economy has slowed over the last <br />several years and land development has <br />decreased, we have been proactive in <br />refining how we provide service to our <br />municipal clients. We also understand <br />that no two cities are the same, so <br />therefore the services that are provided <br />need to be customized. <br />WSB's Customized City Engineering <br />Services Program is an innovative <br />approach to providing a municipality <br />with all of the typical benefits of a <br />consultant City Engineering relationship and the <br />benefits of an in -house engineer, together with a <br />flat rate fee for general City Engineering duties. <br />WSB developed this unique approach to providing <br />City Engineering services based on input from Cities <br />regarding routine engineering matters and their <br />desire to better manage the budgeting process. <br />At this time, we assume general engineering services to <br />include the following items: <br />• Hold office hours at City Hall (recommended three <br />days per week <br />• Attend City Council and Advisory Board meetings <br />• Attend city staff meetings <br />• Capital planning <br />• Policy formulation <br />• Infrastructure planning and maintenance reviews <br />• Other agency technical report review <br />"Working with WSB has <br />helped make this extremely <br />complex project exactly what <br />it should be - a positive <br />experience. The staff <br />members have provided <br />service beyond what we <br />expected and they've taken <br />immense pride in making <br />our project a success." <br />- MARK CAMPBELL <br />MAYOR OF <br />SAUK RAPIDS <br />As discussed in the separate Compensation section, we <br />propose the City's general engineering services be billed at <br />a flat monthly rate and engineering services outside those <br />general duties be billed at our standard hourly rates. <br />WSB <br />& Associates, Inc. <br />• Preliminary meetings with potential <br />developers <br />• Respond to residents requests <br />• Establish a library for City Engineering <br />documents including updating maps <br />and utility records <br />• Compiling data annually related to <br />sewer and water rates <br />• Coordinating charge back costs <br />related to developer projects <br />• Acting as the City's liaison with other <br />/ agencies <br />• Providing advice and recommendations to the City <br />Administrator related to engineering needs <br />• Developing policies for the Engineering Department <br />• Maintain maps and GIS database <br />• Annual MSAS Needs documentation <br />Services outside the above services are provided at hour <br />hourly standard rates and include items such as: <br />• Storm water management and MS4 NPDES <br />requirements <br />• Miscellaneous surveying <br />Approach to Scope of Services MN <br />
