Throughout this Project the existing pavement is in poor condition. The OCI pavement <br />rating is between 18 and 43. The City of Lino Lakes pavement management policy goals <br />are to keep the average rating of all streets at 70. <br />Previous residential meetings have indicated a desire to reduce the speed of the traffic <br />throughout the Project, and to address pedestrian safety. <br />There is no City sewer or water service for this area. Included with this Report are cost <br />estimates for constructing both utilities. <br />IV. RECOMMENDATIONS AND PROPOSED IMPROVEMENTS <br />The following proposed street and utility improvements are recommended. The proposed <br />improvements are also illustrated further in the Appendix. <br />A. STREETS AND DRAINAGE <br />The goals for this street Project are to: <br />• Develop a uniform street design <br />• Meet the City's minimum 7 -ton design standard <br />• Provide surface water treatment and infiltration <br />• Provide a trail system <br />• Install a sanitary sewer system <br />• Install a public water supply system <br />Soil borings were taken and a soils report was prepared for this Project. It is <br />recommended to place two feet of select granular borrow on a compacted subgrade. <br />There would then be 6- inches of Class V gravel base and 3.5 inches of bituminous <br />pavement. <br />A Wetland Delineation Report has been completed for this Project. The majority of <br />the wetland impacts will occur in the section of the road by the culvert crossing in the <br />middle of the Project. There will also be other minor areas of wetland impacts. <br />Mitigation costs could be reduced by working with Anoka County to perform this work <br />within the Golf Course area. <br />Page 4 13849.005 <br />
