1. Northern Section Street, Trail and Drainage Improvements <br />In order to meet the first two goals stated above, staff is recommending that a <br />28 -foot wide (face of curb to face of curb) street be built with concrete curb and <br />gutter. An 8.5 -foot trail would be placed on the west side of the street, <br />approximately 6 feet behind the curb. The street is proposed to be centered in <br />the right -of -way. <br />This type of street takes up significantly Tess room than a similar width street <br />with a rural cross section. The ditches on each side of the rural street would <br />require a minimum of 20 feet of grading beyond the street in order to have <br />standard ditches. <br />Shadow Court and Sandpiper Lane are proposed to be built to match their <br />existing width. <br />A surmountable concrete curb and gutter is recommended to control runoff and <br />provide a solid edge between the street and the lawns. Where ditches or low <br />areas occur along this section of the street, the back of the curb would be <br />lowered or flattened to allow surface water to drain into these areas, thus <br />providing enhanced infiltration and water treatment. <br />On this northern section of the street, we would recommend restricting parking <br />to one side of the street. This will allow better emergency vehicle access than <br />allowing parking on both sides of the street. <br />It is recommended that a cul -de -sac be constructed on the north end of the <br />street, and on the end of West Shadow Lake Court. An agreement with Anoka <br />County Parks is needed to allow these. <br />If a trail is desired along this section of roadway, we recommend placing it on <br />the west side of the street. The typical trail would be 8.5 feet wide, and it would <br />be located 6 feet behind the curb. In some areas this typical section may need to <br />be modified to minimize tree Toss. Low retaining walls, right -of -way acquisition <br />and grading easements may be required in order to build this trail. Tree loss <br />would be mitigated by planting new trees. <br />Page 5 13849.005 <br />
