Pecchia, Chief of Police <br />DATE July 23, 2007 <br />TOPIC First Reading of Ordinance No. 08 — 07 <br />City of Lino Lakes Crime Free Housing Code <br />and Lino Lakes Police Department Safer <br />Tenants and Rental (STAR) Program <br />VOTES REQUIRED: Simple Majority <br />Background <br />The City of Lino Lakes is committed to proactively addressing crime. Preventing <br />problems is always more effective than trying to deal with them after they occur. Police <br />records in neighboring communities show that rental - housing properties have had <br />higher crime rates than owner - occupied homes. Rental properties place larger numbers <br />of people into more dense areas, thereby increasing crime opportunities. It is found that <br />adequate protection of public health, safety and general welfare will improve in those <br />rental developments that are certified under the Safer Tenants And Rentals program. <br />The purpose of this program is to protect, preserve and promote the public health, <br />safety and general welfare of The City of Lino Lakes, and to prevent crime in the City <br />and to provide for the administration and enforcement of the STAR program. <br />STAR CERTIFICATION LEVELS <br />In order to be certified under any level of the STAR program, the criteria listed under <br />that level must be met. <br />Level "C" rated criteria <br />- Statewide (Minnesota) Criminal History check of all applicants covering at <br />least the last seven years. The checks must be completed "in- person" or by <br />utilizing the most recent update of the state criminal history files. <br />- Statewide Criminal History checks from the applicant's previous state of <br />residence if the applicant is moving directly from the previous state. <br />
