• <br />• <br />WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item 1 <br />Date: Council Work Session, August 6, 2007 <br />To: City Council <br />From: Gordon Heitke <br />Re: Anoka County HRA Expansion of Powers to Act as Economic <br />Development Authority <br />Background <br />In December 2006, the Anoka County Board appointed an Economic Development <br />Exploratory Committee to review economic development, community development and <br />housing programs, and service gaps in the County, and to formulate a recommendation <br />on the need for a county economic development organization. In May 2007, the <br />committee issued its report which recommended that the County Board extend the power <br />of the Anoka County Housing and Redevelopment Authority (HRA) to operate as an <br />Economic Development Authority (EDA). The County Board held a public hearing on <br />June 12, 2007 and adopted a resolution adding EDA powers to the HRA. <br />Karen Skepper, Anoka County Community Development Director, has requested to <br />appear before the Council to explain how the HRA will work with the added economic <br />development powers and municipalities. <br />Requested Council Direction <br />No direction is being requested at this time; however, Ms. Skepper will be providing <br />information on how municipalities can participate in Anoka County HRA projects and, in <br />the future, will be seeking the Council's decision on participation. <br />Attachment(s) <br />1.
