Public Services <br />Sprinkling restrictions begin May 15 <br />The City of Lino Lakes Sprinkling Ordinance will be in <br />effect again this year from May 15 through September 15. <br />Odd - number property addresses may water on odd - <br />number days, and even- number property addresses may <br />water on even - number days. <br />The adoption of seasonal water restrictions is a necessary <br />and reasonable measure to control water consumption <br />during periods of peak demand. The ordinance applies only <br />to those individuals drawing water for sprinkling from the <br />public water system. <br />Watering of new sod and new seed for the first 12 weeks is <br />permitted. The first violation shall result in a $25 citation <br />and a $50 subsequent citation to those individuals who <br />repeat violations. <br />Mayor's Column Continued from Page 2 <br />Plan for and implement needed local regional transporta- <br />tion improvements. Construct improvements on Lake <br />Drive and the I -35W interchange, County Roads 49 and J, <br />including the, installation of traffic signals. Begin planning <br />for intersection improvements at Lake Drive and Main <br />Street Continue planning a northerly bypass connecting <br />35W and 35E, and the possibility of a four -lane highway <br />on I -35W to its junction with I -35E. Prepare an access <br />management plan for Birch Street. <br />Complete citizens' review of city charter requirements <br />related to road reconstruction. Receive citizen task force <br />report in June 2007, rake appropriate action based on <br />recommendations contained in the report which may be: 1) <br />placing a charter amendment question or 2) a specific street <br />reconstruction question on the ballot <br />Complete Update of city's Comprehensive Plan. Complete <br />draft comprehensive plan, hold public forums, submit draft <br />plan for agency reviews and adopt updated plan. <br />Review and update city's recreation projects and priorities. <br />Review park dedication ordinance and park dedication <br />needs, complete Legacy Trail segment, pursue possible East <br />-Birch Street Trail crossing, and redevelop Lino Park. Review <br />and revise current plan for the development of the future <br />recreation complex located at Birch Street and Centerville <br />Road. <br />Don't prune oak gees in May or June <br />Diversify, expand, and enhance the city's tax base. Under- <br />take and complete an analysis of economic development <br />opportunities for expansion of the city's tax base; develop <br />economic development marketing plan; provide for align- <br />ment of comprehensive plan and the economic develop- <br />ment plan. <br />Establish an appropriate revenue generation and allocation <br />policy for the city. Increase citizen input opportunities as <br />to how funds are allocated; review infrastructure financing <br />policies; complete a utility rate study, and review storm <br />water utility study. <br />Maintain safe neighborhoods and community areas. <br />Promote security throughout the community through <br />community programs and citizen involvement; adopt a <br />crime free multi- housing ordinance; adopt public safety <br />radio system ordinance; update emergency plan and <br />conduct exercise of plan; consider task forces pertaining to <br />gangs, drugs, violent offenders. <br />Address projected housing needs for the City of Lino Lakes. <br />Provide life cycle /affordable housing within the commu- <br />nity; provide land use areas in comprehensive plan with <br />densities that make affordable housing possible; evaluate <br />incentives that will encourage the private sector to supply <br />affordable housing; and develop ordinances and policies to <br />keep housing affordable, safe, and attractive. <br />
