• <br />C. Job Evaluation System <br />In 1997 -1998 the city contracted with the HayGroup to conduct a thorough job <br />evaluation \compensation study. The components of the study were as follows: <br />• Job evaluation ranking <br />• Reviewed internal equity <br />• Conducted a Comparable Worth analysis <br />• Reviewed external market comparisons <br />The city implemented the report along with salary recommendations. The city has <br />maintained the job evaluation system by submitting new positions to our labor consultant <br />for evaluation for point assignment. The city also considers requests for re- <br />classifications. Three re- classifications were recently considered and approved. <br />Service Requested <br />The City would like the consultant to re- evaluate the job evaluation system. <br />D. Employee Compensation <br />The city negotiates labor contract with four separate bargaining units. Contracts <br />for Police Sergeants, General Maintenance and Clerical/Technical employees expire in <br />December 2007. The City has eight employees that are non - union, confidential or <br />supervisory. Those employees include the City Administrator, Department Directors, the <br />City Clerk, Police Captain and the Public Works Superintendent. All employees are on <br />step programs. Salary adjustments are comprised of an annual adjustment (C.O.L.A) and <br />market adjustments if necessary. <br />The City traditionally relied on the Stanton Survey to determine marketable <br />salaries for each of our positions. The survey broke down cities by groups — we were in <br />Group Six or cities with populations between 10,000 and 25,000. As the city grew, so <br />did our ranking in Group Six. If the Stanton survey still existed we would soon be in <br />Group Five with cities like Bloomington, Blaine and Maple Grove. Being grouped with <br />such large cities is as problematic as being grouped with small cities. <br />The Stanton Survey was replaced with a survey produced by the League of <br />Minnesota Cities. Both surveys are /were voluntary. Now that we have the ability to <br />make our own group, we kept 15,000 as our pool limit and used cities between 15,000 <br />and 30,000. In 1998, the HayGroup looked at cities between 10,000 and 25,000. The <br />average population of the cities we used in our survey was 21,701.
