Position reclassification (possible amendment of the position <br />description, job evaluation points and pay) is also possible based on requests of a director <br />or an employee. <br />Service Requested <br />The city requests the consultant review the content and form of the city's position <br />descriptions. <br />B. Performance Evaluation System <br />The city has designed a performance evaluation form for every position in the <br />organization. Directors rate employees on each distinct essential function. In addition to <br />the rating and suggestions for improvements /commendations, the form contains the <br />following: <br />• Year in Review/Looking Ahead — a chance to review major <br />accomplishments and goals for next year. <br />• Tools/Training/Education — what educational opportunities or equipment <br />will enhance the employees job performance <br />• The Position Description — Does the position description require <br />modification? The city reserves the right to establish and modify all <br />position descriptions. <br />• Comments/Follow -up — this gives the employee the right to comment on <br />the review. <br />• In addition, this year we added two additional questions: <br />What are the factors in the workplace that contribute to your job productivity <br />and satisfaction that should be continued or enhanced? <br />What recommendation(s) would you make to management/administration that <br />would enhance the work environment or increase your job satisfaction and/or <br />productivity? <br />The police department uses a standard Morin designed evaluation form based on <br />mission, and community oriented policing. <br />The city administrator's performance review is performed by the city council with <br />the process facilitated by an outside consultant. <br />Service Requested <br />The city would like the consultant to review the form and content of the <br />performance evaluation system including a specific process utilized for the City <br />Administrator. <br />J: \RFPs \Lino Lakes Audit 2.DOC DB 3/1/02 Page 6 of 12 <br />• <br />
