II. NARRATIVE of no more than 4 double- spaced typewritten pages that <br />addresses: <br />o A description of the metro or St. Cloud metro gang problem from <br />your perspective. What gangs are operating in your community? <br />What types of crimes are gangs and gang members committing? <br />What emerging gang trends are you seeing? <br />Within the metro are itself, the gang problem appears to be increasing and <br />includes violence, drug trafficking as well as other criminal activity. This <br />activity is not held within the boundaries of Minneapolis and St. Paul, but <br />rather it is spreading out to the suburbs as well. Within the city of Lino Lakes <br />we are aware of some activity by Asian gangs, but in actuality, the level and <br />types of crime that is known to happen is believed to be much less than the <br />activity that is going undetected. We are looking to utilize the resources of the <br />MGSF to assist us in defining what activity is happening, and what the best <br />way to address the issues before they become a problem that we cannot <br />catch up with. Our belief is that by assigning an officer to the MGSF we will be <br />able to assess the gang problems entering into Lino Lakes as well as Anoka <br />County so we can know what the trends are and we can get ahead of the <br />trend and head off the problem before it becomes a bigger problem. <br />o A description of your agency's gang efforts over the last 3 years. <br />We have attempted to gather information regarding various aspects of gang <br />related activity, but lack the proper connections to gain any inroads to <br />understanding the full effects of gangs on the residents of Lino Lakes. <br />
