and pay the costs for connection from their home to the services on the right -of -way line <br />(property line) nearest the street. <br />Another major issue to consider with the utility improvements relates to the cost of <br />reconstructing the street. The construction of utilities will require complete removal of the <br />existing street, requiring its total reconstruction. The City's Pavement Management Program <br />does not include this street within its five year reconstruction schedule. The cost of <br />reconstructing streets not scheduled in the Pavement Management Program will be assessed to <br />the benefited property owners. <br />To better estimate the costs to be assessed to the property owners, a feasibility study for the <br />proposed utilities and street reconstruction will need to be completed. A general estimate of the <br />costs to be assessed to the property owners can be made based on recent similar projects in Lino <br />Lakes. Similar projects indicate that the cost to you could be in the area of $20,000 - $30,000. <br />Only after the completion of a feasibility study will a more accurate cost estimate be able to be <br />provided. Whatever the amount of costs assessed to the property owner, a full payment can be <br />made at the time of assessment or the costs can be assessed as part of your property taxes <br />amortized with interest over a fifteen year period. <br />The cost of such a feasibility study is approximately $ . Funding for the study <br />is not provided for in the City's 2007 budget, nor is it included in the preliminary 2008 budget. <br />If property owners were willing to pay for the study, it could be initiated immediately upon the <br />receipt of this payment. Otherwise, it will be 2009 or later before the City could decide to fund <br />the request and undertake the study. <br />A preliminary process and project schedule if the project moves forward is as follows: <br />- Order Preparation of West Oaks Area Utility Improvements Feasibility Study. <br />- Hold Neighborhood Meeting <br />- Receive West Oaks Area Utility Improvements Feasibility Study <br />- Hold Neighborhood Meetings <br />- Hold Public Hearing <br />• Within 60 days after close of public hearing, the following petitions can be filed: <br />— A petition against improvement by either majority of property owners <br />proposed to be assessed or if initiated by (1 a) at least equal to number <br />petitioning for improvement under (la). Council can not make improvement <br />at expense of benefited property owners. Council can not vote on same <br />improvement for one year from public hearing. <br />- If petition for improvement at least equal to (4ai), then Council can order <br />improvement. <br />— Authorize Improvement Project & Preparation of Plans /Specifications <br />— Hold Neighborhood Meetings <br />— Approve Plans and Specifications <br />— Accept Bids <br />- Assessment Hearing <br />— Award Contract <br />- Hold Pre - Construction Neighborhood Meeting <br />- Begin Construction <br />
