December 3, 2007 DRAFT <br />Residents: <br />Ash Street (CR J), Bald Eagle Boulevard, Foxtail <br />Court, Foxtail Drive, Partridge Court, Sargent <br />Court, Woodchuck Circle and Woodchuck Court <br />Lino Lakes, Minnesota 55110 <br />Re: West Oaks Utility Improvements <br />Lino Lakes, Minnesota <br />Dear Residents: <br />A petition was received by the City of Lino Lakes to pursue the extension of sanitary sewer and <br />watermain utilities in the West Oaks Area of Lino Lakes. This petition represents 47% of the <br />property owners in the West Oaks Subdivision. The City Council discussed the petition at the <br />November 5 Work Session meeting and accepted the petition at the November 26 City Council <br />Meeting. The City Council has directed staff to provide more information to the residents and <br />determine to what extent the property owners are interested. <br />The City currently has no existing plans for utilities in the area included in the petition. The area <br />is located outside of the designated Metropolitan Urban Service Area (MUSA), which determines <br />where utilities can be provided. The area of the petition is designated for Low Density <br />Unsewered Residential use in the city's existing comprehensive plan, although the proposed <br />2008 update to the comprehensive plan will designated this area as Low Density Sewered <br />Residential In order for utilities to be constructed, a comprehensive plan update will have to be <br />accepted and MUSA boundaries will have to be formally amended by the City Council. <br />During the summer of 2006 White Bear Township extended a low pressure sanitary sewer and <br />watermain system to the northern limits of the Township along Bald Eagle Boulevard just south <br />of County Road J as shown on the attached map. As directed by the Lino Lakes City Council, <br />the White Bear Township project was designed to service the properties in Lino Lakes shown <br />outlined in orange on the attached map. <br />This petition was initiated and signed by residents of the West Oaks subdivision as shown in red <br />on the attached map, however this letter is being sent to residents of the Otter Bay Subdivision <br />and the unplatted properties along Eagle Point Boulevard, due to the fact that these properties <br />where included in the design of the 2006 White Bear Township low pressure sanitary sewer and <br />watermain project. <br />The petition requests "city sanitary sewer and water ", a project of this type would include the <br />installations of sanitary sewer and watermain pipes beneath the City streets, which includes <br />services that are extended from sanitary sewer and watermain pipes beneath the street to the <br />right -of -way line (property line). Each property owner will be responsible to select a contractor <br />
