DRAFT <br />MEMORANDUM OF UNDERSTANDING <br />CITY OF LINO LAKES <br />AND <br />LOCAL 2454 OF 1'lit, AMERCIAN FEDERATION OF <br />STATE, COUNTY AND MUNICIPAL EMPLOYEES, AFL,CIO <br />CONTRACT EXTENSION & VOLUNTARY SALARY SAVING LEAVE POLICY <br />This MEMORANDUM OF UNDERSTANDING is entered into by the EMPLOYER, and the <br />UNION for the purpose of extending the AGREEMENT dated 1 January 2008 — 31 December <br />2009. <br />The EMPLOYER and UNION agree to extend the terms and conditions of employment without <br />modification as outlined in the AGREEMENT <br />VOLUNTARY SALARY SAVING LEAVE POLICY: The EMPLOYER and UNION agree <br />to Eighty (80) Hours unpaid leave for the calendar year 2010. Unpaid leave days may be taken <br />in increments of Four (4) Hours (minimum increment) and may be used at the discretion of the <br />EMPLOYEE upon approval of the EMPLOYER. No more than three (3) unpaid leave days may <br />be taken in one week. One half of the unpaid leave hours must be taken by 15 July 2010. <br />BENEFITS: There will be no change in benefits or loss of accrued leave time due to the <br />EMPLOYEE taking unpaid leave. There will be no changes in seniority. <br />PERA: EMPLOYEES may buy back PERA credits for lost wages with the EMPLOYER <br />contributing the employer's portion. <br />PAYROLL: EMPLOYEES will mark unpaid leave hours on their time -off slips and pay will <br />be deducted on an as taken basis. <br />APPLICABILITY TO PART -TIME EMPLOYEES: Part-time EMPLOYEES will not be <br />required to participate in the Voluntary Salary Saving Leave. <br />MONITORING: The UNION will have access to the Finance Director in mid -July to discuss <br />City financial affairs and the EMPLOYER'S determination of the financial necessity of the <br />second half of the unpaid leave hours. <br />—38— <br />• <br />
