MEMORANDUM OF UNDERSTANDING <br />This Memorandum of Understrnding is entered into between the City or Lino Lakes <br />(hereafter "City ") and Law Enforcement Labor Services, Inc. Local 260 (hereafter "Union "). <br />WIIEREAS, the City and the Union are parties to 2009 -2010 collective bargaining agreement <br />(hereafter "CBA "); <br />WHEREAS, the City has experienced significant loss of revenue through decreases in property <br />taxes and LGA unallotments; <br />WHEREAS, the Union is under no obligation to re -open negotiations under CBA, but <br />understands the uniqueness of the current economic environment and the financial issues facing <br />the City; <br />WHEREAS, the Union, in conjunction with the Lino Lakes Police Department administration, <br />sought out, applied for and were awarded a grant, effective for 2010, in an amount that will <br />greatly exceed any financial savings to the City from 80 hour furloughs for each Union member, <br />NOW THEREFORE, the City and Union agree that; <br />1. The 3 percent wage increase, scheduled to go into effect on January 1, 2010, will be <br />suspended until the first day of the last pay period of 2010. <br />2. ARTICLE 20 — OVERTIME <br />20.4 At the employee's option, employees will be allowed to earn compensatory time <br />off rather than the monetary compensation in Article 20.1. Compensatory time will be <br />earned at a rate of one and one half (1 1 /2) time the actual overtime hours worked. <br />Maximum accumulation of compensatory time shall be 4Q 60 hours.
