The Update needs to be revised to use the <br />forecasts consistently throughout. <br />If the City chooses to use the original System Statement forecasts, which calculates the City's <br />share of the affordable housing need at 560 units, then the Update is complete for Housing. <br />Whichever population, household, and employment forecasts are agreed to by the City and <br />Council staff, those forecasts need to be allocated to the TAZs, and 2030 traffic volume <br />projections need to be based on those forecasts. <br />City Response: All elements of the Update are based on the forecasts presented in Table 1 -2, <br />which represent the System Statement forecasts for population and households and the revised <br />employment forecasts discussed in 2007/2008. <br />The forecast allocation to TAZs described in Tables C -1, C -2, and C -3 are incorrect. The <br />corrected tables are enclosed and these corrected tables present the socio - economic data used to <br />prepare the Transportation Plan (Chapter 6) that was received by the Metropolitan Council on <br />August 30, 2009. <br />Land Use <br />Met Council Comment: Table 3 -4 indicates that the majority of the mixed use sites are <br />planned for a density range of 8 to 15 units per acre, with the Legacy at Woods Edge at 10 to 24 <br />units per acre, and Hardwood Creek with a maximum density of 4.5 units per acre. The net <br />density calculation provided in Appendix B indicates that 82.9 acres of land within the Mixed Use <br />category is planned to develop at a minimum density of 8 units per acre. The net density <br />calculation needs to include all of the 519 net acres guided Mixed Use (see Tables 3 -4 and 3 -5), <br />with a break -out by density range, or clarify the reason that the remaining acres of Mixed Use <br />are not included in the net density calculations <br />City Response: The net density calculation documented in Appendix B does not include all 519 <br />net acres guided Mixed Use (see Land Use Tables 3 -4 and 3 -5). The Mixed Use areas referred to <br />as Legacy at Woods Edge (10 to 24 units per acre), Hardwood Creek (maximum density of 4.5 <br />units per acre), Lake Drive /77th Ave (8 to 15 units per acre), and CR 49/3 (8 to 15 units per acre) <br />are part of the city' adopted Comprehensive Plan and do not represent a land use change that is <br />subject to the net density calculations per the Metropolitan Council's Revised MUSA <br />Implementation Guidelines. Therefore, the net residential acres associated with these four Mixed <br />Use areas are not included in the net density calculation documented in Appendix B. <br />In addition, the 519 net acres guided Mixed Use also includes the non - residential component of <br />each Mixed Use area. Table 3 -4, page 3 -17 has been revised to describe the net residential acres <br />guided Mixed Use by decade. Revised page 3 -17 is enclosed. <br />Parks <br />Met Council Comment: The trail section needs to include a description of the existing and <br />proposed regional trails identified in the City's System Statement. <br />City Response: Page 2 -39 (enclosed) has been updated to include a description of existing and <br />proposed regional trails. <br />• <br />• <br />• <br />
