• <br />• <br />• <br />add levels of regulation when the Police and Fire Departments are better equipped to <br />regulate such events. <br />The main concern when it comes to temporary structures would be when it is used as <br />part of a temporary commercial event. Temporary Commercial events such as flower <br />sales, fruit markets, and fireworks stands are things our ordinance only allows after a <br />commercial site has received a Conditional Use Permit to allow an outdoor sales lot. <br />This makes sure that outdoor sales occur on sites already set up with drives, parking, <br />and there is someone to hold responsible for returning the site to its previous condition. <br />Staff does receive a number of requests for information on temporary commercial <br />events, but most go elsewhere (or operate without permission) when told a Conditional <br />Use Permit is required. <br />Is the city interested in expanding temporary uses, and as <br />a result accounting for that expansion by regulating <br />temporary structures. <br />AGRICULTURAL BUILDINGS: <br />Agricultural uses and the keeping of farm animals are allowed on rural properties <br />regardless of lot size. If a single family home exists on the site, buildings can be <br />constructed as `Accessory Structures' for any use allowed in that district. Again, these <br />structures must meet the requirements for area, number, placement, etc... <br />On Rural sites that are not developed with a single family home, the ordinance does not <br />specifically state that `Agricultural Buildings' are allowed. However, staff s <br />interpretation of the permitted use `Agriculture, Gardening, and Sod Farming' has been <br />to include buildings solely for agricultural purposes as well. This interpretation allows <br />the construction of an `Agricultural Building' as a principal building on a site. Staff's <br />interpretation has been to limit these structures to the area allowed under the accessory <br />structure section of the ordinance. <br />Should this interpretation of the ordinance be made <br />official with language added to the ordinance confirming <br />`Agriculture, Gardening and Sod Farming' includes <br />stand -alone agricultural buildings. And if so, should <br />there be size limitations or other regulations added for <br />those structures? <br />
