March 1, 2010 Closed Session Minutes Approved 50 51 FINANCE DEPARTMENT REPORT. AL ROLEK 52 53 There was no report from the Finance Department. 54 55 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH 56 3A) Visitor's Bureau Appointment — Acting Administrator Tesch recalled that the city has 57 chosen to be a member of the new Minnesota Metro North Tourism group and is expected to 58 appoint a member to serve on the group's board of directors. Based on the group's bylaws that 59 require the city representative be a elected official, staff member or appointed board member, he is 60 recommending that city Economic Development Coordinator Mary Alice Divine be the 61 representative. 62 63 Council Member Gallup moved to approve the appointment of Mary Alice Divine as recommended.. 64 Council Member Roeser seconded the motion. Motion carried on a voice vote; Council Member 65 Rafferty absent. 66 67 3B) Labor Agreement — AFSCME Local 2454 — Acting Administrator Tesch reviewed the teims 68 of the proposed 2010 labor agreement, that includes no cost of living adjustment and 80 hours of 69 unpaid voluntary salary saving leave. The city agrees to reimburse any taken furlough time for a 70 member that is laid off during the year. 71 72 Council Member O'Donnell moved to approve the contract as presented. Council Member Roeser 73 seconded the motion. Motion carried on a voice vote; Council Member Rafferty absent. 74 75 3C) Labor Agreement — Local 49 — Acting Administrator Tesch reviewed the terms of the 76 proposed 2010 labor agreement, including no cost of living adjustment, 80 hours of unpaid 77 voluntary salary saving leave, an increase in allowed accumulation of comp time, training language 78 and the addition of mediation to the dispute resolution process. The city agrees to reimburse any 79 taken furlough time for a member that is laid off during the year. 80 81 The mayor thanked unions for their consideration during these difficult economic times. 82 83 Council Member Gallup moved to approve the contract as presented. Council Member Roeser 84 seconded the motion. Motion carried on a voice vote; Council Member Rafferty absent. 85 86 3D) Lease agreement with North Memorial Ambulance - Acting Administrator Tesch requested 87 that the item be postponed; language as been added to the proposed agreement that the city attorney 88 must review it.
