March 1, 2010 Closed Session Minutes Approved <br />50 <br />51 FINANCE DEPARTMENT REPORT. AL ROLEK <br />52 <br />53 There was no report from the Finance Department. <br />54 <br />55 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />56 3A) Visitor's Bureau Appointment — Acting Administrator Tesch recalled that the city has <br />57 chosen to be a member of the new Minnesota Metro North Tourism group and is expected to <br />58 appoint a member to serve on the group's board of directors. Based on the group's bylaws that <br />59 require the city representative be a elected official, staff member or appointed board member, he is <br />60 recommending that city Economic Development Coordinator Mary Alice Divine be the <br />61 representative. <br />62 <br />63 Council Member Gallup moved to approve the appointment of Mary Alice Divine as recommended.. <br />64 Council Member Roeser seconded the motion. Motion carried on a voice vote; Council Member <br />65 Rafferty absent. <br />66 <br />67 3B) Labor Agreement — AFSCME Local 2454 — Acting Administrator Tesch reviewed the teims <br />68 of the proposed 2010 labor agreement, that includes no cost of living adjustment and 80 hours of <br />69 unpaid voluntary salary saving leave. The city agrees to reimburse any taken furlough time for a <br />70 member that is laid off during the year. <br />71 <br />72 Council Member O'Donnell moved to approve the contract as presented. Council Member Roeser <br />73 seconded the motion. Motion carried on a voice vote; Council Member Rafferty absent. <br />74 <br />75 3C) Labor Agreement — Local 49 — Acting Administrator Tesch reviewed the terms of the <br />76 proposed 2010 labor agreement, including no cost of living adjustment, 80 hours of unpaid <br />77 voluntary salary saving leave, an increase in allowed accumulation of comp time, training language <br />78 and the addition of mediation to the dispute resolution process. The city agrees to reimburse any <br />79 taken furlough time for a member that is laid off during the year. <br />80 <br />81 The mayor thanked unions for their consideration during these difficult economic times. <br />82 <br />83 Council Member Gallup moved to approve the contract as presented. Council Member Roeser <br />84 seconded the motion. Motion carried on a voice vote; Council Member Rafferty absent. <br />85 <br />86 3D) Lease agreement with North Memorial Ambulance - Acting Administrator Tesch requested <br />87 that the item be postponed; language as been added to the proposed agreement that the city attorney <br />88 must review it. <br />
