WS -4 <br />WORK SESSION MEMORANDUM <br />To: Mayor and City Council <br />From: James E. Studenski <br />Date: May 3, 2010 <br />Re: Work Session Item 4 — Pavement Management Update <br />Background <br />A Pavement Management Program (PMP) was implemented for the 2005 construction <br />season. This was the first data base the City has ever created for the entire roadway <br />system. The entire road system was entered into a computerized program called <br />CarteGraph Navigator, a nationally accepted computer program. The program rated the <br />roadways using an Overall Condition Index (OCI) having a 1 — 100 scale with 100 being <br />a perfect new road. It then projects the OCI of a segment and gives budget- dependent <br />maintenance protocols for a given time period. Annually, 25% of the roads are reviewed <br />to maintain accurate current conditions for the roadway system. <br />A normal performance (life cycle) for pavement from a new condition to a problem <br />condition would be 30 years. The program shows how to maintain the system in the most <br />economically feasible way and extend the useful life of the roadway to 65 years. <br />The OCI categories describe the condition of the roadways into three areas. The original <br />report for 2005 had the following conditions: <br />2005 Overall Condition Index Mileage Percent of System Improvement <br />Adequate category: 70.01 -100 53 miles 63% Sealcoat <br />Marginal category: 40.01 -70 20 miles 24% Overlay <br />Problem category: 0 -40 11 miles 13% Reconstruction <br />Page 1 <br />
