Funding prior to 2005 was $90,000.00 annually for maintenance and the roadway OCI for <br />the City was 73.4. It was the City's intent to maintain the rating of 73. <br />The report recommended that $330,000 annually be used for sealcoating and overlaying, <br />and $1,176,000 annually be used for street reconstruction. These costs would increase <br />annually at 5 %. To date, no street reconstruction has occurred and the funding for <br />maintenance was ramped up slower than anticipated in the plan. The total budget for <br />2010 is $422,500.00 which is consistent with the plan. <br />The City's roadway Overall Condition Index for 2010 is 70.8. If the City had not <br />implemented additional funding, the OCI would have been down to 61.0. <br />2010 Overall Condition Index Mileage Percent of System Improvement <br />Adequate category: 70.01 -100 60 miles 66% Sealcoat <br />Marginal category: 40.01 -70 18 miles 20% Overlay <br />Problem category: 0 -40 13 miles 14% Reconstruction <br />The two Overall Condition Index charts for 2005 and 2010 have several factors that make <br />it difficult to compare them directly to each other. One fact is that the City's OCI is <br />slowly decreasing, which is mainly contributed to the lack of roads being reconstructed as <br />part of the Pavement Management Program. The second fact is that the City has had <br />seven more miles of roadway constructed since 2005. Since the implementation of the <br />Pavement Management Program in 2005 the City has sealcoated 30.9 miles and <br />overlayed 3.9 miles of roadway (see attached map). <br />Requested Council Direction <br />No direction is requested at this time. <br />Page 1 <br />
