May 12, 2010
To: City of Lino Lakes
City Clerk
600 Town Center Parkway
Lino Lakes, MN 55014
From: John Jancsek
508 Pine St
Lino Lakes. MN 5014
PID Number: 05- 31 -22 -21 -0003
RECEIVED
MAY 21 2010
CITY OF LINO LAKES
Subject: Written Objection to the Proposed Assessment Associated with the Pine Street
Paving Improvements Project
Objection to the proposed assessment associated with the Pine Street Paving
Improvements Project is based on the following justifications. I request that this objection
letter be read into the minutes of the Lino Lakes City Council meeting scheduled for May
24th, 2010 at the Lino Lake City Hall.
Objection 1
Pine Street in a through street. There is significant traffic which consists of travel
between Lake Drive and County Road 14. Pine Street is not a Dead End street where the
residents should be responsible for 100% of the cost associated with improvements to the
street. Since Pine Street is a through street the City of Lino Lakes should be responsible
for paying a significant portion of street improvement costs.
Objection 2
Pine Street is currently being maintained with routine grading for which the City of Lino
Lakes is paying 50% of the cost. Paving the street will eliminate this grading cost for the
City of Lino Lakes. Since this is a cost savings to the City of Lino Lakes the City should
be responsible for paying at least the amount of the annual savings toward the street
improvement costs.
Objection 3
Assessing the costs of the street paving project equally between each of the property
owners is not an equitable approach. Property owners with greater street frontage will
experience higher benefit from the project in the form of increased property values
