• <br />• <br />WS — Item 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item 7 <br />Date: August 11, 2010 <br />To: City Council <br />From: Mary Alice Divine <br />Re: Redevelopment Task Force <br />Background <br />At the July 26 council meeting the city council requested that a work session item be <br />added to consider a task force to look at issues regarding nonconforming and blighted <br />properties in the city. <br />There are a number of different reasons why a building and /or property is <br />nonconforming. It could be because of land use, zoning, availability of utilities or <br />structural issues. Staff is looking for direction regarding: <br />• Identification of the issue <br />• Purpose and role of a Redevelopment Task Force <br />• The Composition of the Task Force <br />• The role the city wants to play in addressing the issues of nonconformity <br />In April EDAC reviewed issues regarding planning and redevelopment of sites with <br />nonconforming uses and concluded they had no recommendation to change existing <br />policies and ordinances. While transitioning empty, blighted properties into new <br />redevelopment is difficult in the short term, they concluded that long term redevelopment <br />to higher and better uses has been the city's planning goal. <br />Requested Council Direction <br />(See above) <br />Attachment(s) <br />None <br />1 <br />
