Following meetings <br />with the County, the SJR is being revised for final review and comment by the County. TKDA <br />was also authorized to prepare a concept layout and cost estimate for the intersection signal and <br />associated roadway work. <br />The concept layout is based upon the discussions with the County for the SJR and potential <br />signalization. A draft concept layout was prepared and provided to the City and County on <br />June 10, 2010. TKDA revised the concept layout based on comments received. A construction <br />estimate was prepared using the revised concept layout and in consideration of the following <br />items: <br />• The quantities were separated into two groups, one reflective of the changes on Birch Street <br />and the other for the completion of Sioux Lane to Hokah Drive. <br />• The existing ground elevation was estimated due to the lack of survey information. <br />Topographical information, where available, was used to help estimate the ground elevation. <br />• Permanent right -of -way needs were estimated for three corners. Temporary construction <br />easement for the Sioux Lane connection was also estimated. <br />• The existing shoulders on Birch Street were assumed to need removal and replacement to <br />provide a suitable cross section for through traffic. <br />• Where it was necessary to widen Birch Street to accommodate the new raised median, a full - <br />depth bituminous sawcut was assumed at the inside edge of the road. All of the <br />approximately 6 -foot widening occurs on the north side of Birch Street. <br />• To allow for the raised median on Birch Street, an 8- foot -wide full -depth bituminous sawcut <br />was assumed in the road. This width provides space for the 4- foot -wide median, B412 curb <br />and gutter, and an approximately 1 -foot area for new bituminous pavement between the new <br />concrete and the existing bituminous. <br />• A mill- and - overlay was planned for areas adjacent to new widening or where new striping <br />will be required. <br />An Employee Owned Company Promoting Affirmative Action and Equal Opportunity <br />
