The right company <br />444 Cedar Street, Suite 1500 <br />Saint Paul, MN 55101 <br />(651) 292 -4400 <br />(651) 292 -0083 Fax <br />www.tkda.com <br />CONSTRUCTION ESTIMATE <br />LAKE DRIVE (CSAH 23)/MAIN STREET (CSAH 14) IMPROVEMENTS <br />CITY OF LINO LAKES, MINNESOTA <br />August 11, 2010 <br />TKDA prepared a draft Signal Justification Report (SJR) for the intersection of Lake Drive and <br />Main Street and submitted it to the County for comment on May 14, 2010. Following meetings <br />with the County, the SJR was revised and submitted for final review and comment. TKDA was <br />also authorized to prepare a concept layout and cost estimate for the intersection signal and <br />associated roadway work. <br />The concept layout is based upon the discussions with the County for the SJR and potential <br />signalization. A draft concept layout was initially prepared by the County. TKDA updated the <br />concept layout based on comments and discussion at a subsequent meeting on July 16, 2010. A <br />construction estimate was prepared using the revised concept layout and in consideration of the <br />following items: <br />• The existing ground elevation was estimated due to the lack of survey information. <br />Topographical information, where available, was used to help estimate the ground elevation. <br />• Permanent right -of -way needs were estimated for three approaches. <br />• Where widening was necessary to accommodate the new turn lanes, a full -depth bituminous <br />sawcut was assumed at the inside edge of the road. <br />• A mill- and - overlay was planned for areas adjacent to new widening or where new striping <br />will be required. The depth of the mill planned was 2 inches. <br />• Bituminous removal and sawcut quantities included reconstruction of private driveways <br />where necessary. <br />• The new curb in the northwest quadrant on Main Street eliminated the existing on- street <br />parking. <br />• Access management associated with the proposed project reduced the private driveways <br />intersecting the public roadways. <br />• A geotechnical investigation was not completed. This construction estimate included the <br />removal of 24 inches of topsoil, organic material, and existing soils. <br />An Employee Owned Company Promoting Affirmative Action and Equal Opportunity <br />
