• <br />• <br />• <br />WS — Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item 2 <br />Date: September 27, 2010 <br />To: City Council <br />From: Jeff Karlson <br />Re: Organizational Review <br />Background <br />During the last work session, it was suggested that Council Members submit any thoughts or <br />ideas they had regarding an organizational review, and to continue the discussion at tonight's <br />meeting. Council Member O'Donnell emailed me several ideas he would like to see considered <br />as part of the City's organizational assessment, which are attached to this memo. Mr. O'Donnell <br />identified some useful methods the City can use to assess the organization. <br />As I stated at the September 7 work session, I believe staff can perform an organizational <br />assessment without having to hire an outside consultant. I would begin with a suburban city staff <br />benchmarking study. I conducted a similar staff analysis in my previous position, which <br />provided a snapshot of where our organization stood in comparison with other cities of similar <br />size and characteristics. <br />Reviewing our organizational structure is also a critical component as we move forward. This <br />would include reviewing job descriptions and examining the City's internal processes. <br />Throughout any internal analysis, we would need to take a broader look at what public services <br />should be provided and what those services should look like. This means considering how we <br />might redesign the delivery of services by reallocating staff resources to higher priority areas, <br />cross - training staff to perform diverse functions, sharing resources with other cities, and utilizing <br />technology more effectively. As Mr. O'Donnell aptly put it, "Do we have the right mix of <br />people to get the job done ?" <br />Requested Council Direction <br />Staff is seeking further direction as the Council discusses its options. <br />
