Benchmarking our costs against other cities our size. Not just at the top level but by department or <br />function. There should be enough information from the League for staff to do this. <br />2. Organization assessment of staff positions. Is the organization too flat, too hierarchical, etc. Do we have <br />the right mix of staff to get the job done. <br />3. How does the Public Safety department fit into the overall organization. I feel like we have two <br />organizations right now. 1. Public Safety 2. All other. Should we be bringing these together more? <br />4. Personnel assessment. Something like a "9 box" exercise to understand who the stars are that we want to <br />continue to develop. I understand that this may be difficult with the unions but I don't think there is any <br />better time to do this than now given the current economy <br />5. Personnel assessment from a perspective of do we have the right people in each of our key positions. Do <br />we have redundancy or have gaps in any particular area? <br />6. Opportunities to put in place a "Pay for Performance" model.
