Predictions of noise over an extended time frame (20 -30 years) to estimate the <br />impact of long -term traffic and development. <br />Base monitoring data from the receptors could most likely be used as part of the EIS <br />analysis if the EIS is done within a reasonable timeframe after the monitoring was <br />complete. <br />These studies outline mitigation measures that could occur, but do not provide real -life <br />"after the fact" data about how people perceive the noise, how many complaints are <br />received, and the impact of the facility on residents' quality of life. One could conclude <br />from reviewing noise studies that race tracks make noise, noise impacts can be mitigated <br />but not removed, each facility has unique issues, and conditions ranging from wind <br />direction to temperature inversions can affect the decibel levels of all varieties of events <br />at varying distances at varying times. <br />Staff has met with IMEDC, who have indicated that they and their board of directors <br />need reasonable expectation of support before initiating any additional studies. IMEDC is <br />looking for a partnership with a city that wants a race track in its community, and will <br />move on if Lino Lakes is not interested. <br />Requested Council Direction <br />Council's options include: <br />1. Request that IMEDC initiate a noise study specific to the Lino Lakes site. <br />2. Determine the level of study that would provide Council with sufficient <br />information to determine if IMEDC should move forward. Staff will then request <br />a proposal and cost estimate based on Council's direction. <br />3. Determine that Council supports the concept of a motorsports facility in Lino <br />Lakes provided that proposed mitigation actions as outlined in the EIS are <br />followed. <br />4. Conclude that the draft 2030 Comprehensive Plan does not support this type of <br />use in Lino Lakes and inform the developers it would not support an amendment <br />to the Comp Plan. <br />5. Provide no direction and let IMEDC decide how it wishes to proceed. <br />• <br />• <br />• <br />
