COUNCIL WORK SESSiON DECEMBER 7, 2005 DRAFT CITY OF LINO LAKES 2 MINUTES a 4 5 DATE : December 7, 2005 6 TIME STARTED :S:38p,ro. 7 TIME ENDED : 10:48 p.m. x MEMBERS PRESENT : CoouoUmenuber Carlson, Dahl, Reinert, 9 Stoltz, Mayor Bergeson 10 MEMBERS ABSENT : None 12 Staff members present: City Administrator, Gordon Heitke; Community Development 13 Director, Mike Grochala; Economic Development Assistant, Mary Alice Divine; City 14 Engineer, Jim Studenski (part); Finance Director, Al Rolek (part); and Chief of Police 15 Dave Pecchia ` 16 /r 18 REQUESTS FOR RES RELATED TO FOREST LAKE /p &wNEXATlON/7OWNQF COLUMBUS INCORPORATION 20 21 City Administrator Heitke advised in September the City of Lino Lakes received o notification from the State of Minnesota Department of Administration that the Town of 23 Columbus had petitioned the State of Minnesota to incorporate as a municipality 24 Shortly, thereafter, the City was contacted by the City of Forest Lake inquiring as to 25 whether the City of Lino Lakes would oppose the incorporation in favor of possible 26 annexation of portions of the town into Forest Lake and Lino Lakes. Staff responded that zr due to the lack of municipal water and sewer services in the northern portion of Lino 28 Lakes, current land uses, and comprehensive plan, at this time the annexation of a 29 significant portion of Columbus Township does not meet the statutory criteria for the 30 ordering of an annexation by the Director of the Office of Strategic and Long-Range 31 Planning. 3) 33 City Administrator Hetike stated in October the Forest Lake City Council petitioned the 34 State to annex 655 acres of land located east of 1-35 and 135E. bordering the northern 35 boundary of Lino Lakes. At the end of November, the Town of Columbus requested the 36 City of Lino Lakes pass a resolution in support of the incorporation of the Town of 3 Columbus. They have submitted a proposed resolution for consideration. 38 39 I City Administrator Hcjie advised both the requests of the City of Forest Lake and Town 40 of Columbus would result in the City of Lino Lakes supporting one neighboring entity 41 over the other neighboring entity. In addition to currently working with both entities on 42 transportation issues, the City of Lino Lakes may find itself in the position of needing to 43 work with whichever entity has jurisdiction in the future on local road issues, utility 44 connections, etc. The decision on incorporation and annexation by the Director of the 45 Office of Strategic and Long-Range Planning is based on 13 factors in cases of -68-
