• <br />• <br />• <br />.- _ <br />br RESMIReES, s <br />3128 Dean Court <br />Minneapolis, Minnesota 55415 <br />(612) 920 -0337 <br />TO: Gordon Heitke <br />FROM: Decision Resources, Ltd. <br />DATE: January 18, 2006 <br />SUBJECT: Stadium Question <br />We have now submitted two different types of questions surrounding the debate of the <br />referendum for the sales tax increase for the Viking Stadium. <br />The first set of questions sent to the Council was designed to explore the effect of the <br />referendum issue on residents' support or opposition to the construction of the stadium. <br />We believe it would be helpful to a decision - making body to understand whether the <br />position a resident holds on the referendum is based on their support or opposition for the <br />project overall. <br />The second question sent to the Council is a simple question of support or opposition for <br />a referendum. This question does not have the depth of the previous set and will not <br />provide an understanding of residents' opinions, only their desire to vote on a tax <br />increase. <br />At the end of the day, the Council will have to make a decision about what they hope to <br />learn from this question. We do not tell clients what questions they have to ask; we only <br />tell them how to ask what questions they have in a neutral and meaningful way. <br />
