• <br />• <br />• Municipal water and sanitary sewer are Lino Lakes issues. <br />• The roadway system is multi jurisdictional. <br />• It is up to the City to provide internal roads. <br />• Hodgson and CR J are county roads. Because CR J is the border of Anoka and <br />Ramsey Counties, it is managed jointly by the two counties. Cooperation with the <br />counties and the City of Shoreview is necessary to find solutions to the <br />transportation infrastructure issues. <br />• Planning for land uses in the area should look to the future while also recognizing <br />current uses. <br />We held a neighborhood meeting in March and discussed an initial concept plan. We <br />received good information and comments from the land owners and residents in the area. <br />We have met with several land owners since then. This input was very important and <br />helped guide revisions to the concept plan. The attached draft (unfinished) report <br />provides background information and traces the planning process. Additional <br />information will be added and revisions made as needed. This is a work in progress. <br />Development Interest <br />Several landowners in the area want to develop their properties. Two developments in <br />particular are ripe. Staff have had several discussions with both of these developers <br />throughout the planning process for the 49/J study project. Because the infrastructure <br />issues are not yet resolved, these developers have not submitted development <br />applications. <br />The Jensen family owns the 17 acres north of the northwest corner of Hodgson and CR J. <br />They are working with a developer to create a senior complex that would include several <br />types of senior housing. <br />The property owners of the northwest corner of Ware Rd. and CR J are interested in <br />creating a new townhome neighborhood. <br />Growth Management Issues <br />Lino Lakes has a growth management policy that limits the number of new housing units <br />to be platted each year. One question we have not faced is how to count assisted living <br />senior units, which generate little traffic, wastewater, and other infrastructure impacts. If <br />we need infrastructure and development would provide it, we would need the <br />development to occur. <br />Recommendation <br />Staff is not making recommendations for a final plan at this time. That will come after <br />more discussions with developers, land owners, other government jurisdictions, P & Z, <br />and the City Council. Ultimately, the plan will need to provide guidance on alignments <br />of water, sanitary sewer, and the roads needed for proper access and circulation. <br />
