• <br />• <br />• <br />WS -4 <br />MEMORANDUM <br />January 13, 2006 <br />To: City Council <br />From: Jeff Smyser <br />Subject: Planning Study for 49/J Area <br />We have been working the past year on a study of the land and infrastructure around the <br />intersection of Hodgson Road (CSAH 49) and County Road J (Ash Street). The goal is a <br />planning document that will be adopted by the City Council as the guide for development <br />of the area. <br />We are providing December 8, 2005 draft report to bring the City Council up to date. <br />This draft is unfinished and in no way should it be considered a final report. The <br />Planning & Zoning Board saw this draft document in December, and the P & Z supported <br />the proactive approach to planning. They also supported a senior housing campus <br />concept. <br />There are two prospective developments in the area. The larger infrastructure planning <br />issues are the priority, but we should remember that these developments would construct <br />or contribute toward the provision of needed infrastructure. <br />The Study <br />The main points of the study so far include: <br />• The 49/J area needs improvement. <br />• Infrastructure improvements are needed to support future, new development or <br />expansion of existing businesses. <br />• Street access and circulation is inadequate or nonexistent. <br />• Municipal water and sanitary sewer are not available within the area. <br />• The lack of loops for existing water trunk lines bordering the area must be addressed.. <br />• It usually is most cost effective for new roads and utilities to be in the same locations, <br />but there are options. <br />
