(b) Ponding areas have already been excavated per previous 5th Addition grading. <br />The ponds provide the necessary dead storage volume (calculations below), utilize an <br />outlet structure to control the 2-, 10-, and 100-year storm events, utilize a submerged inlet <br />pipe to prevent migration of floatable debris and oils, and have a stabilized emergency <br />spillway. <br />Two six-plex townhouse units are designated as future. However, the areas have been <br />included in the drainage calculations and analysis below. <br />The stormwater management plan and SWPPP shall be reviewed by the City Engineer, <br />Environmental Coordinator and Rice Creek Watershed District for compliance. <br />Utilities <br />Public water, sanitary and storm sewer utilities will be installed in conjunction with the <br />construction of Robinson Drive. The watermain will also extend south along CR 53 and <br />connect with the existing watermain to loop the system for better fire protection and <br />water quality. <br />Public Land Dedication <br />Staff needs to further analyze the best location of the trails and parkland vacation. Based <br />on the proposed plans, the PUD amendment includes the creation of 11 additional lots <br />and the vacation of approximately 0.545 acres of previously dedicated parkland. The <br />vacated parkland would be used to create 3 additional lots along Robinson Drive. The <br />newly created lots would be subject to the City's Park Dedication fee of $2,500 per lot. <br />Additionally, the City would need to be reimbursed for the value of the land dedication <br />made at the original time of approval. The value of the land dedication at the time of <br />original approval was established at $50,000/acre. Assuming acceptance of this request, <br />the following park dedication requirements would need to be met: <br />0.545 gross acres — 0.00 acres wetland = 0.545 net acres <br />0.545 acres x $50,000 (value of land at time of dedication) = $27,250 <br />11 lots x $2,500 payment in lieu = $27,500 <br />TOTAL = $54,750 <br />Note that any wetland on the vacated parkland shall be subtracted from the total area. <br />Only upland can be used to calculate the reimbursement amount. <br />On a separate note, unsuitable soils were used for fill material on approximately 3-4 acres <br />of the dedicated parkland.
