Planning & Zoning Board <br />March 12, 2014 <br />Page 2 <br />There was no one present for Open Mike. <br />Mr. Hyden made a MOTION to close Open Mike at 6:32 p.m. Motion was supported by <br />Mr. Laden. Motion carried 6 - 0. (Tralle abstained.) <br />6. ACTION ITEMS <br />A. CONTINUED PUBLIC HEARING to consider a Rezone and Preliminary Plat <br />for a three -lot residential subdivision to be called Talan Ridge located at 260 <br />Linda Avenue <br />Katie Larsen, City Planner, presented the staff report. <br />Ms. Larsen reviewed the items discussed at the last meeting. Staff pointed out the <br />difficulty of balancing the desires of the neighborhood with the rights of the property <br />owner. <br />Jason Wedel, City Engineer, addressed some of the concerns of the neighborhood <br />regarding stormwater management and drainage issues. Mr. Wedel stated that soil <br />borings done by the developer show that groundwater levels meet requirements. Staff has <br />discussed the drainage issues on Linda Avenue and Laurene Avenue and the city plans to <br />make improvements to that area in 2014. Grading work will be done in the right of way <br />along the ditch line of Laurene Avenue and the city will work with property owners. <br />Staff will study the area to determine what the final improvements will be. Staff noted <br />that the proposed ponding exceeds the city's standards. Mr. Wedel explained the <br />infiltration process. <br />Ms. Larsen noted that the developer will need to delineate the existing wetland in order to <br />develop the third lot, which would not occur until the spring. <br />Staff specified that the board will take action on the Rezone and Preliminary Plat only. <br />The Final Plats will be reviewed at future meetings. Staff recommended approval of the <br />Rezone and Preliminary Plat. Staff noted that the developer plans to make improvements <br />to the existing house on Lot 2. <br />Applicant Pat Judge, 3128 Priest Lane, Mound, MN, was present for questions. Mr. <br />Mattke, surveyor, was also present for questions. The applicant and surveyor understand <br />the recommendations of staff and that there is a chance that this project may result in only <br />two lots. <br />Chair Tralle declared the Public Hearing open at 6:54 p.m. <br />Lara Verrecchio, 250 Linda Avenue, distributed a photo from March 10, 2014 showing <br />standing water at the corner of Linda Avenue and Laurene Avenue. Ms. Verrecchio <br />asked if the city's water management project for this area would include the culvert issue <br />at 260 Laurene Avenue.
