Would it be beneficial for the city to <br />postpone this project until spring? <br />• The project has been reviewed by city staff and they need to trust staff s review. <br />Staff described that the preliminary plat would likely go before the City Council in April, <br />the final plat for the 1 st Addition around June and the 2nd Addition around July or <br />August. <br />Staff explained that the only unresolved item is the wetland delineation boundary from <br />the Rice Creek Watershed District, which does not affect Lot 1. Staff reiterated that the <br />property has been surveyed and elevations have been determined. The RCWD has no <br />opposition to the first proposed lot. <br />Mr. Wedel stated that delaying the project would not change staffs review. The <br />developer has provided all necessary information to make a decision on the first proposed <br />property. The developer has submitted a survey, existing and proposed contours, and <br />plans for earthwork to raise the house pads. <br />Ms. Larsen stated that staff has reviewed all of the required information and there is no <br />basis for the city to delay taking action on the Preliminary Plat. She reminded the board <br />that since the last meeting, staff has received design information for the creation of <br />swales and ponding areas and the developer has fine tuned the drainage plan and <br />provided soil borings. <br />Ted Mattke, Mattke Surveying, developer and surveyor, stated that he is a resident of <br />Lino Lakes and has been doing plats in the city for many years. He is a licensed surveyor <br />and professional engineer. He described how the proposed improvements to the lots will <br />improve drainage in the area. He explained how the ponding area will be excavated and <br />improved. He anticipates that wetland delineation will be completed by the end of April <br />and they will survey the area right away to present to the city. Mr. Mattke explained how <br />the proposed improvements for drainage will take place. <br />Mr. Judge, applicant, does not see a reason for the city to delay this project. He has <br />submitted all required information necessary for the preliminary plat to be acted upon. <br />He stated that there are no wetland or drainage issues with the preliminary plat. He <br />explained that they submitted soil borings and went out of their way to show that <br />drainage is acceptable with the first proposed lot. He understands the concerns of the <br />residents. He stated that he would not do this project if he thought he would be doing <br />hardship to the neighbors. <br />Paul Whaley said that a previous proposal for six lots was denied about 14 years ago. He <br />reiterated his concern for drainage and flooding as well as the value of his property. He <br />is in favor of tabling the project. <br />DRAFT MINUTES <br />
