Planning & Zoning Board <br />March 12, 2014 <br />Page 6 <br />Mr. Wedel stated that the pond design has been addressed sufficiently. <br />Tom Brunner added that he has lived at 270 Linda Avenue for 35 years. He restated his <br />concern of the wetlands and increased drainage issues. He is opposed to the project. He <br />does not want to see the property drowned. <br />Connie Grundhofer stated that she was told by an employee of the RCWD that wetland <br />delineations are done between May 1 and October 1. She explained that the delineation <br />handout that she distributed was from 2001 and was told by an employee of the RCWD <br />that delineations are only good for 5 years. She distributed the document to show what <br />was delineated in the past. She expressed concern that the proposed lot frontages are <br />inconsistent with the area. <br />Judy Brunner reiterated that the neighborhood has issues with the proposed building on <br />the lots, not that they would be unkind or unwelcoming to new residents. <br />Mr. Masonick made a MOTION to close the Public Hearing at 8:03 p.m. Motion was <br />supported by Mr. Hyden. Motion carried 6 - 0. (Tralle abstained.) <br />Mr. Evenson made a MOTION to recommend approval of rezoning the property at 260 <br />Linda Avenue from Rural to R-1, Single Family Residential, based on the following <br />conditions of approval to be met prior to final plat: <br />1. All comments from the City Engineer letter dated March 5, 2014 shall be addressed. <br />2. All comments from Environmental Coordinator letter dated February 3, 2014 shall be <br />addressed. <br />3. A Land Use Application for final plat shall be submitted by the developer. <br />4. A Development Contract shall be drafted by the City, executed by the City and the <br />developer and recorded with Anoka County in conjunction with the final plat. <br />5. The final plat shall be resubmitted to Anoka County Surveyors Office for review after <br />City Council approval. <br />6. A wetland delineation shall be completed and approved by RCWD prior to any final <br />platting of the proposed Lot 2, Block 1 Talan Ridge. <br />7. The Developer shall provide the City and RCWD with an as -built grading plan prior <br />to issuance of any building permits. <br />8. Sheet 1-Certificate of Survey: <br />a. Revision number and date shall be included. <br />9. Sheet 2-Resources Inventory: <br />a. Revision number and date shall be included. <br />10. Sheet 3-Preliminary Plat: <br />a. Revision number and date shall be included. <br />b. The Total Upland calculation 57,828 s.f. does not equal the upland areas shown <br />on the individual lots.
