PUBLIC HEARING for a Conditional Use Permit for a Rural Residential <br />Planned Unit Development to be calle d Moon Marsh, 8300 East Rondeau Lake <br />Road, Brian Wessel <br />Mr. Smyser presented the staff report. Staff recommended that th e board continue the <br />Public Hearing to next month’s meeting in order to address a few outstanding issues. <br /> <br />Mr. Smyser addressed board questions. He st ated that the plan includes an area for a <br />replacement mound in case of failure. He noted that staff will confirm that there is a <br />homeowner’s association agreement and a mainte nance contract in place. He explained <br />that this was the first shared septic syst em in the city, but they are becoming more <br />popular in rural areas and the city ha s expected these systems to occur. <br /> <br />Mr. Smyser specified that the 51% open space co nsists of Outlots C, D and E, but none of <br />the private lots were included in the open space number. He explained the reason for <br />asking the applicant to move the lot line w ould be to increase protection of the wetland <br />area. He added that the homeowner’s associ ation in common will own all outlots, but the <br />city will have a conservation easement over them. <br /> <br />Mr. Tralled opened the Pub lic Hearing at 7:13 p.m. <br /> <br />Mr. Brian Wessel, 8300 East Rondeau Lake Rd, A pplicant, explained that this project has <br />been a culmination of about two years of work with city staff and consultants. He noted <br />it is an important project for the Wessel famil y, as he and his wife have lived there for 16 <br />years and the land is incredibly beautiful a nd precious. He said he is aware of the <br />fragility of the environment a nd that their intent is to conserve and enhance as much <br />natural area as possible. <br /> <br />Mr. Wessel noted that his two sons would lik e to build houses on tw o of the lots. He <br />stated that they are going to attempt to keep it in the family and want to make sure it is <br />done well. He recognizes it is th e first cluster development in th e city and that it is in the <br />AUAR area. <br /> <br />He added that he is an architect and afford able housing developer and he develops green <br />housing throughout the country, so he is familiar with how to do this well. He explained <br />that for personal and professional reasons this needs to be done as well as he can possibly <br />do it. He is looking to work through every possi ble scenario so that it is a project he can <br />be proud of. <br /> <br />Mr. Wessel stated that his engineers ar e working with staff to work on water <br />management. He stated that the homes will be no larger than 2500 square feet and will <br />be centered within the pad lo cation. He noted that his s on is an award-winning modern <br />residential architect. <br /> <br />He added that this is an exci ting project and is really pleas ed that it is moving along. He <br />looks forward to living there next year if all goes well. <br />
