Planning&ZoningBoa rd December14,2005 <br />Page 12 <br />APPROVEDMINUTES <br />Mr.Nelsonstatedheisopposedtoasidewalkordinanceandtostaffspendingtimeon <br />research.Hesurveyedhisneighborhoodofapproximately50homes,andallwerestrongly <br />opposedtosidewalk s.Theytoldhimthatthereasontheymovedtothesuburbsisbecause <br />therearenosidewalks.Theyrunandridebikes,andhavenothadaproblem.Sidewalks <br />wouldmakesmalllotssmaller.That’swhythey’veinvestedinatrailsystem,whichis <br />conduciveto walking&biking. <br />Mr.PogalzechoedMr.Nelson’scomments.Heagreedthatalotofpeopledon’twant <br />peopleontheirproperty,andthatmaintenanceisaconcernifnotkeptupwith.Overall,he <br />doesn’tthinktheyareused.Whenplacedinresidentialareas,drivewaysmaybecome <br />shorter,whichmaycausepeopletoparkintothesidewalkarea.Hepointedoutthatthe <br />amountofimpervioussurfacegoesupwithsidewalks.Heisnotforsidewalks.He <br />understan dssafetyissues,butdoesnotseetheneedtopursuetheissue. <br />Mr.Raffertyremarkedthathethinkssidewalkswouldbebeneficialinthenew <br />developmentnearcityhall.Butoverall,heechoedMr.Nelson’scomments.Helikeshis <br />yardthewayitis,withg rasstothecurb.Heisnotinfavorofmakingarecommendation to <br />moveforwardwiththisissue.Hethinksitisapersonalopinion.Hedidagreethatitcould <br />bemorebeneficialtogetmorepeople’sopinions.Butuntilthereismoretimetogather <br />morein formation,heisnotinclinedtogoforward. <br />Mr.Hydenexpressedthathemovedoutheretogetawayfromcity.Helikehisyard,but is <br />notclosedmindedtosidewalks.Heagreestheyareokayinsomesettings.Hewould, <br />however,bethepersonwhowouldnot wantthesidewalkinfrontofhishouse.His <br />opinionmaynotmatchthoseofothercitizens,though,sohewouldliketopollothers. <br />Mr.Trallewasinfavorofsidewalksinnewadditions.Helivesonthenorthsidewhere <br />therearenobiketrails.Hesees elderlypeoplewalkinginstreet,whichisasafetyissue. <br />Henotonlylikesthemforsafety,butbecausetheyjoincommunitiestogether.Hestated <br />thatifonekidissavedbythem,theyarewortheverypenny.Heisaproponentof <br />sidewalks. <br />Mr.Rootclari fiedagainthatthisissueisbeingaddressedfornewsubdivisionsonly, <br />thereforepeoplewouldhavethechoicetomoveinornot. <br />Mr.Raffertysuggesteditmaybeagoodideatocontinuetolookatthisissue.He <br />suggestedtheypollneighborsastonewde velopmentswithsidewalks,inordertogeta <br />feelingforwhatpeoplethink.Hethinksthereismeritinthequestionaswellasfurther <br />discussion,regardlessoftheoutcome.Heaskediftheissuecouldbeputonacouncil <br />agendaasatopicofconversation . <br />Mr.Grochalaaddressedtheissuebysayingthattherearemanygoodreasonstoputin <br />sidewalks,andtherearecurrentlystretchesofsidewalkwithinthecity.However,the <br />majorconcernisthatthecityisnotinafinancialconditiontodealwithsidew alks.The <br />cityishavingtroublereplacingstreets.Hedoesnotseehowtheywouldreasonablybe <br />replacedinthefuture.Whilehethinkstherearepositivesinbringingthistothetable,
