Planning&ZoningBoard December14,2005 <br />Page 13 <br />APPROVEDMINUTES <br />theyneedtodealwithexistingmaintenanceproblems.Asacitywiththecurrentcharter <br />requirements,hecannotensurethatmaintenancecouldtakeplace. <br />Mr.Ladencommentedthathedoesnotthinkthatsidewalksdegradeat thesamerateas <br />streetsdo,andtheydonotcostasmuchtorepair.Hethinksresidentswouldbemore <br />inclinedtopayforsidewalkrepairoverstreetrepair. <br />Mr.Raffertywonderedifthequestionwouldmeritbeingonthecitysurveygoingoutto <br />residents .Mr.Grochalarepliedthathecancertainlyforwardthatontothecity <br />administratortoposetothecouncil.Henoted,however,thattheyaretryingtogetthe <br />surveyoutthedoorassoonaspossible. <br />Mr.Raffertystatedthatagreatdealofmoneyisbei ngputintosurvey,andthiswasaway <br />togetareadingofwhatpeoplethought.Thequestionwouldneedtobeclearlyidentified <br />asfuturedevelopments. <br />Mr.Tralleagreeditwouldbeabetterideatoputthequestiononthesurveythantoask <br />neighborsind ividually.Aquestiononasurveywouldremainthesameandholdthe <br />sametonethanwhenaskedbydifferentindividuals. <br />Mr.Ladenaskediftherearecurrentstandardsinplaceifadeveloperwantsthem.Mr. <br />Grochalarepliedthattherearestandardsforthephysicalstructure.Headdedthatthe <br />EnvironmentalBoardmaylookatahardsurfaceareaandcomment.Henotedthatin <br />areasofthecitywheretherearesidewalks,publicworksismaintainingthem. <br />Mr.La denstatedthatthecitycurrentlyallowssidewalks,butdoesnotrequirecitizensto <br />shovelthem.Heisnotsuretheyneedto.Hebelievestheyarestillabenefittothe <br />communitywithoutrequiringthemtobeshoveled.Mr.Grochalacommentedthattherei s <br />anexpectationbyresidentsthatthecitymaintainsidewalks. <br />Mr.Ladensaidheiscontinuallyhearingfromcitizenscomplainingaboutbusierroads <br />withmoredevelopments,butnosidewalks. <br />Mr.Ladenspecifiedthatpedestrianconnectionsvaryfromcommun itytocommunity, <br />andeachdependsonthecommunity.Hestatedthattrailsystemsandsidewalksystems <br />havedifferentfunctions. <br />Mr.Grochalaexpressedthatifatrailconnectionisnotbeingproposedinadevelopment, <br />theysometimeslookforasidewalk.I mplementationofsidewalkswouldhavetobepart <br />ofamuchmorecomprehensivepackageinvolvingfunding,maintenance,etc. <br />Mr.Pogalzstatedhedoesnotseeitnecessaryinanyoftheremainingpre -2010land,asit <br />wouldbeunabletoconnectthoseareasto existingdevelopments.Maybetheycouldtry <br />andcreateanetworkfordevelopment2010andbeyond. <br />Mr.RaffertyrequestedthatMr.Grochalalookintothepossibilityofaddingaquestionto <br />thecitysurveyonthisissue.Ifpeoplesuggestsomething,theyc ouldgowiththemajority <br />opinion.
